Who we are
Afghanistan is one of the poorest countries in the world and is suffering the effects of 22 years of chronic conflict and in the last three years the worst drought in living memory. Millions of Afghans who had little ability to cope with the situation in Afghanistan are still at risk, or in dire poverty. Oxfam GB has been working in Afghanistan since the early 1990s. The focus of the program since inception up to 2001 has been a humanitarian one in the context of chronic conflict. The current changes in Afghanistan require the organization to change its approach towards community work. The Oxfam GB program in Afghanistan is believed to be one of the complex ones; the programs in Dai Kundi currently consist of Integrated Rural Development Program and National Solidarity Program of Government where Oxfam’s role is to only facilitate the program. In Badakhshan Oxfam GB is implementing Strengthening Food Security and Sustainable Livelihoods through Natural Resource Management. It is believed that with the plenty of projects in the country there is the definite need for better logistics operational management and reporting to ensure Oxfam GB’s standards and effective reporting system is in place. In order to enhance internal service delivery as well as donor and organisational accountability, the post holder is expected to contribute towards the formulation and/or implementation of better financial and internal controls, financial management and financial reporting mechanism.
The Job purpose
To provide support in technical IT services and maintenance to all Afghanistan Offices. To ensure maintenance of IT equipments as required and to provide training on IT and minor day-to-day troubleshooting to staff and to ensure new systems and packages are working properly.

Duties & Responsibilities

•Be responsible for the day-to-day running of the IT systems in (Kabul, Faizabad and Nili) Oxfam Afghanistan program offices
•Ensure the reliability of the local e-mail and Internet system in the offices
•Provide first line support to all staff, including troubleshooting, repair, adjust and diagnose all the software and hardware problems or replace the malfunctioning equipments
•To Upgrade and install new versions of software on all workstations in the office e.g. MS Office, Lotus Notes etc as advised by the IT Coordinator
•Ensure that the virus protection software is installed on all machines and the security patches are installed during the scheduled period
•Monitoring of Internet usage and ensuring that Oxfam’s Internet and e-mail policies are strictly adhered to
•Ensure all computers have only Oxfam authorised software’s installed on them
•Take regular backups of all local data. Maintain a backup log
•Provide full induction to new staff in Oxfam’s computer systems
•Keep and maintain an up-to-date inventory of all IT equipments both software and hardware, maintain a proper log for assets handover
•Provide staff training on all hardware, software, files management maintenance. Carry out periodic computer skills surveys to determine end user knowledge of applications .i.e. MS-Office, Lotus Notes and etc as required and advised by the IT Coordinator
•Ensure the availability and proper functionality of all business equipment (laptops/desktops/printers/projectors) in the office
•Ability to provide online/offline remote support to the offices in remote areas
•Provide weekly/monthly activity reports.
•Perform other duties and responsibilities as required or assigned by the IT Coordinator
•Ensuring well-balanced gender equity and equality within the programme, particularity in provision of IT support to field staff
•Sympathy towards Oxfam GB’s aims, beliefs and objectives

Job Requirements

(E) = Essential
•Graduated from 12th Grade, Diploma in IT, computer science, Information Systems or certification in A+, MCSE, and CCNA
•Minimum 2 years of professional experience in field of IT with a reputable International NGO or other institutions
•Professional expertise with Windows XP/Vista/7 and Ms-Office 2003 or 2007
•Ability to Train and Support staff
•Understanding of LAN and WAN communications and different technologies VOIP, VPNs, Domain structures and others
•Effective communication skills/good working knowledge in English, Dari Pashto and ability to work as a member of a team
(D) = Desirable
•Initiative to take on responsibility and work with minimal supervision
