JOB SUMMARY:
The Infrastructure Assistant reports to one or more ADP/SW Civil Engineer(s) and provides technical support and reporting for assigned projects and construction activities carried out under the respective ADP activity and in particular will assist in ensuring that projects with ADP funding are sited and constructed as planned, within budgets and in a timely fashion. The Infrastructure Assistant must monitor and assist in confirming that all field works are in compliance with Afghan, ARD and USAID standards and that all project justifications and reports are in compliance with ARD and USAID reporting formats Close working relationship required with the Structural Engineer, Civil Engineer, M and E Specialist, local contractors implementing construction and rehabilitation activities under the ADP program.
MAIN RESPONSIBILITIES AND TASKS:
• Monitor project activities at the site in order to provide the engineering staff independent advice and to ensure that there is compliance with plans and specifications.
• Monitor project schedule, contractor resources and activities and prepare written and oral reports to the Engineer at the requested intervals.
• Support day to day interaction with local and Provence authorities and departments to assist and facilitate completion of the work.
• Act smartly in conducting affaire and liaising in order to avoid negative affect to ARD and other Agency/Authority reputation in the area.
• Conduct other activities as requested by your Supervisor, DCOP/Program and COP.
• Immediately report any non-compliance to the Civil Engineer.
• Perform other tasks assigned by the Civil Engineer.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION: High School Graduation, University degree is preferable.
WORK EXPERIENCE: Minimum of 2-3 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. Must have willingness to travel to ARD Afghanistan field offices on ARD business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours. Work experienced of USAID funded project is a clear plus.
SKILLS: Working knowledge of English, both written and spoken. Working knowledge of MS Office Package. Knowledge of Engineering Software is clearly a plus, Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Knowledge of speaking and written English, Dari and Pashto.
GENERAL: Excellent analytical and organizational skills;
Willing to regularly conduct site visits to the project sites;
Strong diplomatic and interpersonal skills are desired; Knowledge of USAID procedures is desired.
