About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance.
The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to: (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
Infrastructure service department of ministry of education is responsible for overall school construction projects oversight, developing school construction policy, preparing national school construction plan in line with national education strategic plan, and interagency technical coordination of the projects with MRRD, world bank and relevant stakeholders.
Infrastructure Embedded Engineer will be in infrastructure Core team which are specific working with Engineering issue

Duties & Responsibilities:
The Infrastructure Embedded Engineer will be support the EQRA provincial teams regarding technical issues in Drawings (Structure, Arch, Electrical, Water supply, Estimation and monitoring) of the projects with provincial and central teams of MOE and MRRD., one each from MoE and MRRD who will be mainly responsible for coordination, communication, reporting and follow up of EQRA activities with the relevant stakeholders on behalf of infrastructures Services Department (ISD). The TA will be based in ISD with frequent visits to provinces where the project is being implemented. The Infrastructure Embedded Engineer will report to the ISD infrastructure Focal point, Deputy director and ISD director and will be responsible for the following:
Under the supervision of the ISD Director, the successful candidate will be working within the ISD EQRA Core team and other ISD staff assigned to him/her as counterparts, with assistance from the EQRA team.
Assist ISD in reviewing and updating architectural, structure, monitoring, Estimations specifications in relation to education infrastructures building of ISD/MoE.
Assist and build capacity of the provincial team in architectural updating architectural, structure, monitoring, Estimations issues of education infrastructure buildings including landscape and other physical amenities with procedure manuals;
Assist the development and implementation of a comprehensive program for construction safety for monitoring and maintaining compliance with safety regulations during construction activities;
Be responsible monitor the design activities of all construction projects with the field staffs and relevant PED Directors;
Assisting and preparing sub-project Specific to architectural, structure, monitoring, Estimations they will guide and ensure the drawings are implemented accordance to the approved and contracted design.
strategic guidance to the ISD EQRA Provincial team as well as to the capacity of the Provincial Engineer’s regarding to the , construction, monitoring , environmental and social safeguards procedures.
Ensure efficient and timely monitoring and implementation of the entire project in accordance with the EQRA Procedural Manual.
Key liaison between MOE leadership, MRRD, and other Development Partners
Advise General Education policy makers and MoE administrator on strategic policy decisions within the General Education sub-sector that arise from the implementation of the NESPIII and work closely in collaboration with the relevant departments of the MOE but particular, the Social Mobilization, School Shuras and ISD team.
Overall planning and managing of the school design, monitoring and technical activities related to EQRA.
Prepare annual implementation projection plan in close collaboration with all programs and relevant departments.
Preparation of School construction implementation guidelines and formats for provincial Monitor Engineer’s and implementation process in site.
3. Coordination / Communication / Facilitation
Guide the ISD EQRA provincial Teams to monitor progress under EQRA, identify implementation bottlenecks and propose feasible solutions, develop and monitor an agreed action plan approved by the ISD Directorate.

Provide support for strengthening the collaboration and linkages between different departments of the MoE supported by EQRA
Keep the ISD infrastructure focal point informed of progress towards accomplishment of assigned tasks.
Represent EQRA at various meetings and forums on behalf of ISD deputy director and infrastructure focal point.
4. Reporting and Follow up
Draft semi-annuel report of EQRA implémentation as lead editor with support from the Tracking Team. The Report will be delivered to the membre of the Task Force.
Report and present the progress on EQRA project to relevant stakeholders
Ensure and submit timely periodic reports to relevant stakeholders
Work closely with the ISD core team and responsible to report and assignments to ISD
Job Location:Afghanistan, Kabul
a. At least Bachelor degree in Engineering, Master's degree will be preferred.
a. At least 5 years of relevant professional experience in a related field,
3) Skills and Competencies
a. Strong computer Skills (Word, Excel, Power Point Auto Cad and other Engineering Software’s)
b. Excellent communication skills in English, Pashto and Dari languages
c. Proposal and report writing skills
d. Effective Project Management Skills.
e. Must be willing to travel throughout Afghanistan.
Recruitment, work condition and evaluation
1. The recruitment will be done through transparent and competitive processes.
2. Work conditions
1. The Infrastructure Embedded Engineer will work according to Afghanistan MoE’s and donors' rules and regulation.
2. MoE will provide a proper work station at ISD.
1. The initial three months will be considered a probationary period after which a formal evaluation will be conducted before the assignment is confirmed.
2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
