Job Summary:

• Technical implementation of reconstruction project activities carried out by Mission East in Takhar Province under the guidance of Infrastructure Coordinator.
• The overall context includes rehabilitation or construction of projects like roads, culverts, community buildings (e.g. schools, clinics) cleaning, repair and extension of irrigation flood protection, drainage, dykes, washes and river crossings.
• Social management and coordination of the beneficiary communities especially communication with local Shura (CDC) and local authorities for better implementation of

Duties & Responsibilities:

1-Supervision of Mission East national project staff like supervisors, site camp manager, foremen cooks, guards, and drivers and taking care on daily base of labour power (skill and un skill labour)
2-Assigning daily workers on their jobs according to the norms labour regulations.
3-Planning and Reporting: planning (monthly, weekly and daily) for project implementation and monthly progress report of the development of the ongoing project.
4-Leading supervisors/foremen for determining daily norms of activities for workers (working as CFW or FFW)
5-Conducting labour power employment in close consultation with local Shura to identify the people (beneficiaries).
6-Checking of presence or absence of daily workers according to labour power attendance sheets.
7-Keeping continuous relations with local authorities to attracting their cooperation for better security of the project site. Consulting local Shura on security issues.
8-Having a good relation with local Shura and attracting their cooperation for facilitating better project implementation.
9-Reporting to Infrastructure Coordinator any information obtained which has, or may potentially have, and impact on the management of the project, be it obtained by deliberate investigation or by chance occurrence. Work in accordance with the procedures and guide lines laid down in the “Mission East Field Security Manual”
10-Act in a professional and appropriate manner at all times.
11-Reporting from quality and quantity of works for Mission East engineering office, maintaining proper engineering norms.
12-Keep control and check all construction materials supply by support unit of Mission East (directly by logistic or by contractor) to the site camp or to the project sites.
13-Keep control and check progress of activities developed by labour contractors.
14-Responsibility for ensuring good working conditions and best practice for workers involved in rehabilitation and construction projects.
15-Responsibility in training his work team in safety considerations.
16- Keep control and check all sketches to be applied properly on the project site.
17-Cooperate with Mission East monitoring team all project activities (supply, labour recruitment and technical project implementation)
18-Transparency and responsibility for performance of daily activities.
19-Trust worthy and dependability to his line manager, abiding by Mission East laws and regulations and procedures.

Job Requirement:

1. Minimum - Bachelors degree in Civil Engineering require
2. Should have over 3 years experience in implementing infrastructural works.
3. Fluent to communicate in English.
4. Good understand of design.
5. Sound computer skills in MS Word, MS Excel and good knowledge in AutoCAD.
6. Staff management skills
7. Ability to complete necessary paperwork
