At present, it is seeking an exceptional individual to fill the position of Institutional Development Capacity-Building Specialist at its National Program Office Kabul – Afghanistan

Job Summary:
Over the past few years, AKF, Afghanistan, has made a planned and strategic shift from a humanitarian assistance based approach to a sustainable development programme approach. As this has happened, the scale and scope of programmes have also increased substantially. Because of the importance of institutional development for sustainability, this programming shift and growth has been evident within the Human and Institutional Development programme.

The goal of the Human and Institutional Development programme is to promote and strengthen the capacities of all sub-national governance structures, in order to establish them as responsive, inclusive, competent, transparent and accountable holistic institutions, playing both development and governance roles at their respective levels. The programme focuses on strengthening various sub-national structures by providing a wide range of tailor made, time bound and results-oriented capacity building

Duties & Responsibilities

• Develop training modules for various training courses around development and governance;
• Train AKF regional Trainers and Social Organizers, building the capacities of AKF teams and preparing them to deliver these trainings;
• Design and ensure implementation of capacity building plans for a wide range of sub-national governance structures as identified in the background section;
• Assist the Human and Institutional Development team toward planning and budget utilization across all relevant grants;
• Design appropriate tools and techniques to track the institutional maturity and progress of a wide range of sub-national structures governance structures;
• Provide mentoring and coaching support towards nurturing the Human and Institutional Development team;
• Monitor the quality of the ongoing capacity building effort and provide timely inputs to strengthen the progamme further;
• Liaise with other key capacity building institutions and work as a conduit for knowledge transfer
• Ensure quality donor reporting;
• Document best practices;
• Take up other roles as advised by the head of HID department

Job Requirements

• Masters with minimum five years relevant experience dealing with local governance, civil society, etc.;
• Experience in training, designing training modules, and capacity-building programmes is mandatory;
• Proven experience of assessing capacity building needs, through appropriate frameworks and techniques;
• Proven ability to work successfully in a multicultural environment;
• Demonstrable self-initiative and ability to work independently and as part of a team;
• Fluency in writing and spoken English
