Duties & Responsibilities

DAARTT would like to retain the services of an international consultant engineer/ quantity surveyor to:


Review the existing MOE cost estimation system and suggest amendments to it,

Prepare technical specifications for 20 typical school designs,

Prepare BOQ documents corresponding to the items in the cost estimation system,

Establish a computer-based system to calculate quantities for all items,

Establish a computer-based cost-estimation system,

Guide and support MOE’s technical team in finalizing cost estimation for the 20 typical school designs,

Prepare cost estimates for the low-cost design options.

In consultation with ISD, develop formats for site register, daily reporting, material tests and documentation of test results, monthly progress reports, interim bills, final bill and format for school handover,

Contribute to the development of a construction manual.

In addition to the quantity surveyor, the work will be carried out by a consultant architect and a structural engineer. All three will be working together under the overall guidance of DAARTT.

Reporting
The Consultant Quantity Surveyor will report to the Director or his designated staff.

Job Requirements

Qualifications
Advanced university degree in quantity surveying. At least 20 years’ experience with development of technical specifications and computer based cost-estimation systems for construction of buildings, preferably including school buildings. Experience with technical assistance in the field of construction and with training, facilitation of workshops and report writing in English. Familiarity with Afghanistan or the region a distinct advantage. Excellent computer skills and solid knowledge of software opions for cost estimation systems. Complete command of written and oral English. Fluency in Dari and Pashto an added advantage.
