About Ministry of Public Health:


The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

Scope of work Support the gender directorate and SEHAT coordination team to achieve the main goals and objectives of gender and human rights strategy-2017 – 2021.

Duties & Responsibilities:

Objective 1. To build the Institutional Capacity of Gender Directorate - MoPH based on the international health system standards.
2. To build the capacity of the gender team working in the Gender Directorate after a thorough capacity need assessment
3. To enhance the gender mainstreaming of Afghanistan Health System based on the regional and international standards and manuals.
4. To support the implementation of system enhancement for health action in transition proposal (gender proposal) particularly the four agreed deliverables funded by SEHAT and ensure that gender is mainstreamed throughout the project.
5. To provide overall support to SEHAT Coordination Office in smooth implementation of the SEHAT project with gender lens.

The four deliverables are:

GBV related Grievance Redress System established within MOPH.

GBV case management and referral improved in all health facilities: this would include development of appropriate guidelines (for both physical and mental traumas), training program as well as monitoring arrangements;

Gender related knowledge and behaviour improved in the MOPH: this will include both management level and service delivery level staff of the Ministry and NGOs;

All projects and programs of the health sector rendered gender sensitive.

Provide hands-on support to gender directorate on gender related advocacy and lobbying especially for Gender Mainstreaming, GBV, GRB and behavioral change in health sector, and coordination and communication

Build the capacity of the gender directorate in developing concept note, SOPs, proposal and success story writing.

Provide technical support for operationalization and implementation of Gender and Human Rights Strategy.

Support Gender directorate to develop next 5 years operational and M&E plans for the gender and human rights strategy.

Review health response to GBV, GBV treatment protocol and referral system in the health sector, and develop proposal on integration of these in the Basic service packages (BPHS and EPHS) of Health care in consultation with all stakeholders

Provide technical support to the Gender Directorate to review HMIS indicators and develop gender- Based Violence sensitive indicators.

Assist the gender directorate in integration of GBV Information Management System (GBVIMS) and indicators into HMIS.

Assist the gender directorate in preparing the sex-disaggregated health statistics for necessary reports/documents.

Develop ethical standards for health sector workers and specific standards for gender mainstreaming at both national and provincial levels.

Establish reporting system for the ethical standards and harassment and GBV cases for the ministry and health workers and developing the guidelines and the system to train all health workers on GBV, and gender topics

Review staffing of the ministry, identifying the gaps in terms of female staff, and in close coordination with the Human Resource Department develop proposal to address the gap and encourage more women to join the sector.

Review service provisions from a gender lens especially in public hospitals, identify structural, behavior, and human resource gaps, and suggest mechanisms and approached to address them.

Develop a strategy for the Gender Directorate to improve gender inclusion at all levels of implementation of the health programs.

Develop and provided necessary training in gender analysis in health sector. Capacitate the Gender Directorate to be able to work with various departments in the ministry to strengthen action taken by each department to incorporate a gender perspective in their programs.

Enforcement of the Law requires that the MoPH develop clear procedures on how to address the relevant articles. Two main issues are of concern here:
1. Providing free treatment facilities for victims of GBV
2. Prevention of GBV within the MoPH offices and facilities, especially the hospitals and Health Facilities

Job Requirement:

The consultant shall possess a postgraduate university degree in relevant field

The consultant shall have the following experience:-
- At least 5 years’ experiences gender related field.
- Experience in the health sector would be an asset
- Having experience in development of gender strategy and SOPs, manual, guideline, and standards development especially in gender and GBV in health system is an advantage.

Prepare gender mainstreaming toolkit for health sector.

Establish the gender mainstreaming effective communication mechanism

Proposal for integration of GBV in health packages

Integrate of gender-based violence indicators to HMIS

Develop Sexual Harassment Standards and manual and referral mechanisms

Develop Human rights and Gender Equity and equality standards

Periodic progress report on each specific task mentioned in the TOR.

Approved procedures for enforcement of the “Law for elimination of violence against women”
- Having experience in development of gender strategy and SOPs, manual, guideline, and standards development especially in gender and GBV in health system is an advantage.
