About Ministry of Public Health:
The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

The oncology nurse practices at a high level of autonomy and accountability in collaboration with oncologists and the inter-professional Health-care team to provide a continuum of patient care from prevention, early detection, diagnosis, treatment, follow-up, palliation, bereavement and survivorship. The oncology nurse will lead clinical and academic aspects of the nursing department. In addition, he/she plays a major role in health education, and behaviour change communication of nursing staff, and patients and families. He/she supervises the implementation of standard nursing procedures/guidelines/protocols.
Duties & Responsibilities:
Responsibilities: Principal Duties and Tasks
Lead the nursing morning reports and rounds in the Inpatient Department
Responsible for the training and supervision for all local nursing staff
Assigning local nursing staff to various clinical and academic tasks
Demonstrates excellent communication skills during all phases of the therapeutic relationship
Creates an environment of support by listening attentively and offering support and confidentiality
Demonstrates the ability of “being there” for the patient throughout their illness experience by acknowledging the patient’s reality and encouraging hope Should be willing to work in a multi-disciplinary team, whenever required.
Assists the patient to identify psychosocial needs and concerns; and offers appropriate resources through
information provision, education and referral
Demonstrates counselling skills in assisting patient and family with coping mechanisms throughout the continuum of care from diagnosis to survivorship/end of life
Continually evaluates effectiveness of patient’s care in relation to quality of life and expected outcomes and modifies plan and nursing interventions as necessary
Develops a collaborative partnership with the patient and their family that is respectful of their needs, wishes, knowledge, experience, values and beliefs
Supports development of and participates in clinically relevant research, committee and project work
Advocates for and supports the development, implementation and evaluation of quality improvement
initiatives (policy & procedure changes, standards, protocols, clinical pathways and medical directives)
Engages in self-appraisal by being proactive and innovative in meeting own learning needs based on patient population and changes in practice
Demonstrates an understanding of the scope of practice as a nurse to ensure sound knowledge of role clarity, authority and accountability

Job Requirement:
Qualifications:
Graduated from an accredited nursing school
At least three years of experience in medical oncology
Clinical experience in chemotherapy administration
Skills:

Confidence in directing the work of the oncology team in the care of individual patients

Good communicator and ability to work flexibly and well within a multi-professional team

General Provision
The medical oncologist will work with local/Afghan managers and professional colleagues in the efficient running of services and will share with consultant colleagues in the medical contribution to management. Subject to the Terms of responsibilities and contract, she/he will be expected to observe agreed policies and procedures drawn up in consultation with the profession on clinical matters and follow the standing orders and financial instructions of the Ministry of Public Health and the Caner Department. The Medical Oncologist will be expected to ensure that there are adequate arrangements for hospital staff involved in the care of patients to be able to contact her/him when necessary.
