About Afghanistan Rural Enterprise Development Programme:


The Mission of the Ministry of Rural Rehabilitation and Development (MRRD) is to ensure the social, economic and political welfare of rural society, especially the poor and vulnerable, through the provision of basic services by strengthening local governance and promoting sustainable livelihoods. MRRD accomplishes this mission through donor funded national programs in the areas of governance, infrastructure and economic growth. The newly formed Afghanistan Rural Enterprise Development Programme (AREDP) is aimed at harnessing the potential of the private sector for inclusive economic growth and sustainable job creation in rural Afghanistan over an anticipated 10 year time period. The program aims at building on the social capital gained under the National Solidarity Program (NSP) and transforming it into economic capital. AREDP is to start full operations in January 2010. The initial stages have included a Project Preparation Facility (PPF) which is funded by the World Bank and is facilitating the preparation of the project and implementing the initial activities which include the establishment of functional and programmatic units at the project management office (PMO), in Kabul. The PMO is developing compliance manuals and operational procedures; hiring national and international staff and consultants; purchasing equipment; implementing a Pilot Project Initiative in Parwan Province; conducting training and workshops for skill development and generally building a solid base from which AREDP will grow. Initially the first phases are funded through the World Bank’s IDA facility and bi-lateral donors including DFID and others with a focus on particular regions of the country.

Job Summary:

Summary of Duties
The International Operations Advisor (IOA) for Rural Enterprise Development in Kandahar (RED-Kan) will be stationed in Kandahar and Kabul and will be working closely with the Project Manager and provincial staff of RED-Kan in Kandahar to provide technical support and managerial oversight over the key operational units, which includes Community Enterprise Development, Small and Medium Enterprise (SME) Development, Access to Finance, and Training units. The IOA will particularly provide support to the Project Manager of the RED-Kan to ensure that the project is implemented in a timely and efficient manner in Kandahar province.
The technical support provided by the IOA will be centered on: implementation of the AREDP in various districts of Kandahar – in a timely manner and as planned, ensuring an efficient system of communication between the Kandahar Office and AREDP’s main office in Kabul, strengthening capacity of the provincial operational staff, ensure documentation of AREDP activities, developing a lessons learnt mechanism, and other operations management advisory duties as assigned. The oversight function will focus on overseeing the activities of AREDP’s Implementing Partners (IPs) who would implement AREDP’s Community Enterprise Development on behalf of AREDP.
And finally, IOA alongside with the Project Manager for RED-Kan, will established and implement a Result Based Management (RBM) for the project.

Duties & Responsibilities:

ï‚· Work closely with the Project Manager to ensure timely mobilization of required support to AREDP provincial office in Kandahar;
ï‚· Provide advice to the Project Manager on efficient work flows for the Provincial Office according to the functions of the different units and the operational relationship with program units including Community Enterprise Development, SME Development, Access to Finance and Training;
ï‚· Develop and regularly review work plans to ensure that operational issues are adequately addressed and considered in the costing and budgeting process;
 Develop a reporting system and produce AREDP’s monthly reports for Kandahar;
 Undertake periodic reviews and assessments of strategies and activities supporting operational initiatives, and introducing them to AREDP’s head office;
ï‚· Develop necessary systems to ensure knowledge development and dissemination of best operational practices;

 Oversee the work of Implementing Partners of AREDP who will implement parts of the project on AREDP’s behalf.
ï‚· Based on lessons learnt and the ongoing development of best practices, contribute to discussions and decisions regarding relevant and agreed modifications to the AREDP Operations Manual;
ï‚· Contribute to the evaluation of projects along with the Provincial staff and M and E Unit, and assist in the finalization of parameters for external evaluation, if required;
ï‚· Advice the Project Manager and AREDP management on possible/anticipated risks and propose feasible mitigation strategies in a timely manner;
ï‚· In collaboration with the Training Unit, identify appropriate programs of capacity building training and mentoring for the staff of the Provincial Office (including on-the-job and relevant external trainings);
ï‚· Contribute technical advice, from a operations perspective, to the preparation and revision of project budgets and the procurement activities for Kandahar, for goods, works, and services (particularly for consultancy services);
ï‚· Other operations management advisory duties as assigned;

Job Requirement:

ï‚· Qualification: An advanced degree in a related field;

 Professionalism – a highly developed understanding of the management of the implementation of activities and general operations of development organizations - experience and knowledge of: i) budgeting and finance; ii) procurement; iii) human resources management; and iv) administration operations - experience and ability to represent an organization to external stakeholders including donors, GoA, and other development agencies - demonstrated ability to apply good judgment in the context of assignments given – extremely high level of discretion;
ï‚· Planning and Organizing - Ability to plan own work and manage conflicting priorities;
 Management – Ability to manage staff and contribute to the skills development and capacity building;
ï‚· Communications - Good communication (spoken and written) skills, including ability to explain and present program support services-related information/requirements and prepare written documents/communications in a clear, concise style;
ï‚· Technology Awareness - Highly developed computer skills using Word, Excel, PowerPoint and the Internet;
ï‚· Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
ï‚· Excellent in English (listening, reading, writing, and speaking) required;

ï‚· A working knowledge of micro-finance methodology as it relates to enterprise development;
ï‚· Experience working in Afghanistan is desirable;

ï‚· Proven experience in building capacity of national staff in a challenging operating environment.
