The Budget Department within the Ministry of Finance (MoF) is responsible for the preparation of the national budget and for monitoring and reporting on its implementation. The national budget activities, at present, are largely donor/aid co-ordination function with considerable liaison and involvement of international partners. The budget is used as a major co-ordination mechanism of the Government through which it consults, agrees and articulates to all national and international stakeholders the expenditure programmes and priorities of the Government for the year ahead. The National Budget is also the primary instrument for the Government to allocate and manage its financial resources (both internal and external revenues) in a balanced, transparent and accountable manner within a short to medium term framework. The Budget Team is composed of Directorate General Budget, Budget Execution Sectors, Budget Policy, Coordination & Reporting Unit, Provincial Budgeting Unit and Program Budgeting Unit. In addition, the Project Management, Office Management and IT Units provide administrative support to the Budget Department including plan development trainings and office and logistics management. The Project Management, Office Management and IT Unit also coordinate and implement a public information strategy on the National Budget and develop mechanisms to measure and monitor the effectiveness of the delivery of Budget Department’s products and services to key stakeholders and clients.

Job Summary:

Provide senior technical support to the Cluster strategy development, program and project
analysis and design as well as other planning and implementation work of the Clusters,
with particular support provided to the Cluster Coordinator (H.E. Minister Ahady).
Maintain a close working relationship and coherent coordination with cluster line
Undertake consultative missions and meeting with partners to determine needs, identify
areas of cooperation and support and inform them regarding economic and private sector
priorities and programs;
Provide technical advice and guidance to enable economic and private sector members
to define priority action programs and projects which will address economic and
infrastructure development in Afghanistan;
Provide technical assistance to the cluster secretariat and ministry focal points to facilitate
planning of the clusters process in support of the program proposal development.
Collect and analyze information on economic and private sector Cluster matters and
politico-economic data; Coordinate the development of up-to-date thematic and country
Supervise information packaging and clearly and concisely communicate data to the
economic and private sector.
Analyze progress in sub-working groups as the basis of sustainable development of
Contribute to a dynamic process that assists economic and private sector participations to
think outside of the box, encourage difficult choices if needed, and assist in developing
and implementing cutting edge programs.
Ensure consistency of Cluster concepts and planning approach among Clusters by
helping to identify linkages between Cluster objectives, and facilitating technical
coordination within and across the Clusters.
Provide facilitation for Cluster strategy and planning sessions as well as technical working
group meetings focused on implementation, when appropriate.
Assist in developing programs and their projects that have been outlined by the Cluster,
including costing portions of the programs, developing budgets, indicators, etc.
Liaise, as appropriate and desired by the Cluster Coordinator, with various donor
governments/organizations to solicit tentative feedback on Cluster plans; provide
information on donor activities to the Cluster when relevant, and maintain donor interest
and buy-in of the Cluster process.
Support the Cluster Manager in ensuring the proper and efficient flow of information
between the CCC Secretariat and the Cluster.
Provide technical support to the program teams at individual ministries/ agencies as
requested by the Cluster Coordinator or the Cluster Manager.

Duties & Responsibilities:

H.E. Dr. Anwar-ul-Haq Ahady- Minister of Commerce and Industries, H.E. Deputy Minister –
Humayun Hamidzada, the Cluster Secretariat and ANDP Project Manager.
Ensure that the Cluster’s National Priority Programs are implemented in an integrated
manner with the larger national plan and the plans of other Clusters.
Provide technical assistance to the Cluster secretariat and ministry focal points to facilitate

planning and implementation of the Clusters process and identified national programs in
support of the envisioned objectives.

Job Requirement:

Demonstrated expertise and experience in the Private Sector Development and Economic
Governance, particularly as it relates to Afghanistan.
Direct senior-level experience in Afghanistan interacting with GoA officials and ministries.
Proven expertise and experience in translating policy directives into practical application
through ministry National Priority programs / projects.
Proven skills to facilitate linkages with donor governments and organizations and share
knowledge of non-GoA aid programs and activities related to the Cluster.
At least eight to ten years of progressively responsible experience in a field relating to
sustainable development, post-war recovery and/ or Public Administration of which five
years should be at the international level. Knowledge of the Government system is an
asset, and a track record of diplomatic negotiations.
Skill in translating policy directives into practical application through ministry bankable
Possess linkages to donor governments and organizations and be knowledgeable of non-
GoA aid programs and activities related to the Cluster.
Language Requirements:

Proficiency in English Language.
