About Afghanistan`s Peace and Reintegration Programme :
UNDP Afghanistan is supporting the Government of Afghanistan to implement the Afghanistan Peace and Reintegration Programme. This programme is supported by the international community and the United Nations to bring long term security and stability to Afghanistan. To implement this programme, a Peace and Reintegration (P&R) Trust Fund will be established to support various reintegration efforts, including training programmes, development activities and technical support.

Duties & Responsibilities:
Summary of key functions:
â€¢ General responsibilities
â€¢ Development of information and documentation of management system
â€¢ Administering Networks
â€¢ Proper management and maintenance of all APRP Servers and Network and ensuring 99% network availability
â€¢ Facilitating sessions on knowledge building and knowledge sharing
1. Ensures Supervisory, focusing on the achievement of the following results:
â€¢ Leadership of the ICT team for effective and client-oriented services.
â€¢ Supervises and advises ICT Staff on managerial and technical issues.
â€¢ Supervises and Advises APRP Provincial Offices on ICT technical issues.
â€¢ Assess self in assessing team membersâ€™ training requirements and plans
â€¢ Develop a concise and clear reporting mechanism to keep the Chief of Staff abreast of all issues related to the ICT component. All reports are to be on time and must be fully informative

â€¢ Coordinate efforts of the Database Development team
â€¢ Advise ICT Assistants on developing new processes for ease of the helpdesk issues.
â€¢ Manage ICT staff on creating the accurate work plan and focusing on placing the plan to the platform.
â€¢ Advise the ICT Team on all related ICT issues
2. Ensures General responsibilities, focusing on achievement of the following results:
â€¢ Full compliance with APRP information management and technology standards,
â€¢ Conduct of market research and analysis, and introduction of new technology for APRP office system updating and improvement.
â€¢ Provision of advice on and assistance in procurement of new ICT equipment, provision of technical specifications and information on best options in both local and international markets.
â€¢ Development and update of the ICT annual budget and work plans. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation.
3. Manages hardware Maintenance and development of software packages, focusing on the achievement of the following results:
â€¢ APRP hardware and software platforms meet the APRP corporate standards.
â€¢ Provision of advice on maintenance of all equipment and acquisition of hardware supplies
â€¢ Development of new software for high impact results (e.g. Inventory systems)
4. Ensures efficient networks administration, focusing on achievement of the following results:
â€¢ Monitoring of the computing resources that includes all the Windows 2003 based Domain Controllers, Exchange Server 2003, and other servers and clients to provide a stable and responsive environment.
â€¢ Manage the network in dispersed regional offices of APRP and ensure common standards are applied and followed across APRP; Guide work planning, supervision and follow up of individuals and regional teams
â€¢ Operation of network utility procedures defining network users and security attributes establishing directories, configuring network printers, providing user access and policies as necessary.
â€¢ Monitoring of backup and restoration procedures for both servers and other critical data.
â€¢ Timely upgrade of LAN infrastructure and Internet connectivity to meet APRP requirements.
5. Supervises and Monitor the proper management and maintenance of all APRP Servers and Network and responsible for 99% network availability, focusing on the achievement of the following Results:
â€¢ Supervise and take lead responsibility for management and maintenance of all APRP servers (Windows 2003 Domain controllers and Exchange 2003). Must apply appropriate and proven policies and procedures to maximize uptime and efficiency of all servers deployed in APRP regional offices.
â€¢ Supervises and Monitors network wide anti-virus and anti Spam systems and services
â€¢ Manage the data backup operations to provide assured recovery of servers and data for MS Windows, MS Exchange, and MS Domain Controller. Schedules and monitors backup jobs and oversees rotation of tapes to off site storage facility.
â€¢ Study latest Server Technology from Microsoft IT Showcase to provide recommendations for system. Improvements to meet business goals, high availability and reduce cost.
â€¢ Manages network user accounts, security permissions and email accounts.
â€¢ Monitor Cisco Pix firewall and Symantec anti-virus center for intrusion detection and virus outbreaks in system logs for malicious activity and attack patterns.
â€¢ Conduct routine hardware and software audits of workstations and servers for compliance with established standards, policies, configuration guidelines and procedures using Microsoft tools

â€¢ University degree or equivalent in Information systems, Information Management or Information Technology. Microsoft Certified Professional (MCP), Microsoft Certified Systems Engineer (MCSE) and CISCO certification are required and Bachelors degree in Information Technology is required.
â€¢ 5 years of relevant working experience, including development and implementation of ICT strategies, management and supervision of ICT services and teams, hardware and software platforms, telecommunications facilities.
â€¢ Experience in management of full cycle development process (concept to implementation and maintenance) in software development and in designing and implementing LAN and WAN using standards and latest technologies.
â€¢ Excellent written and oral English is required.
â€¢ Fluent in Pashto/Dari is required.
