About DAI

Background:

DAI is implementing the USAID funded Musharikat project across Afghanistan, working in all 34 provinces with the goal of increasing the equality and empowerment of women throughout the country. Musharikat will provide opportunities for women’s rights activists and groups to jointly identify and carry-out discreet advocacy and public awareness campaigns designed to influence local, provincial and national public policies banning harmful social practices, advance women’s welfare and opportunities by specifically building a constituency supportive of women’s rights.

Job Summary

The IT Manager is responsible for the IT needs of the Kabul and regional offices, including system installations, scheduled network maintenance and system repairs. S/he is responsible for ensuring that standards set by the DAI home office are followed and project solutions are the most efficient and cost effective. Responsibilities also include assisting in the setup, maintenance and troubleshooting of the LANs (Local Area Networks) at the various project offices. Responsible for the setup, maintenance and troubleshooting of client computers and peripherals such as printers and scanners. S/he will ensure that proper back up, anti-virus and disaster recovery procedures are identified and followed and that end users have access to shared files, printers and to email.

Duties & Responsibilities

  • Local network maintenance and installation including cabling, switches, configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP;
  • Provide daily IT support for systems and users for workflow efficiencies;
  • WAN connectivity and maintenance (Internet connection and services);
  • Travel to regional and provincial offices including the remote areas (Kandahar, Nangarhar, Mazar and Herat) and provide IT supports;
  • Attending the National programs/conferences in Kabul and remote areas and provide IT support;
  • Proactively ensure the highest levels of systems security and infrastructure (confidentiality, integrity, and availability) (CIA);
  • Server and server application maintenance and installation (Hardware integration, Windows 2012 server, LAN and WAN connectivity, Lotus Domino and messaging system, Office 365, FTP services, Sophos Antivirus, Meraki firewall’s, IDS and IPS sys, Desktop central and Protection Corporate edition installation and maintenance of clients;
  • Manages data privacy through controlling user permissions and how this will be tracked/monitored;
  • Limit access where possible, determine who has remote access, and establish how this will be done securely;
  • Determine which devices contain sensitive information and the rules regarding retirement or off-premise use of these devices;
  • Manage, control, and secure all software;
  • Providing IT support, for the Project Technical and Administrative Management Information System (TAMIS);
  • Establish and maintain oversight mechanisms to ensure that secure data storage guidelines are followed (Disaster recovery plane);
  • Create backup and archive systems necessary to avoid inaccessibility and loss of data. Have the proper resources to meet these needs;
  • Guarding IT systems against outside attackers as well as insider threats;
  • Put physical and technological protections in place to safeguard data;
  • Communicate regularly with the Home Office OIMT IT Operations team regarding network, system hardware, software changes/issues/updates and user registration, updates and termination;
  • Supervise IT Assistant in the execution of daily IT and user needs;
  • Managing a team of IT with around 65 users (Expats, Local Staffs, subcontractors, and interns);
  • Providing IT security awareness training to the project staff;
  • Maintain and educate staff with DAI Acceptable Use Policy;
  • Help in procurement, evaluation of all IT technical equipment;
  • Assist local office managers in properly inventorying IT equipment.

Job Requirements

Qualifications:

Bachelor degree plus relevant work experience.

·       Demonstrated ability to resolve IT problems both independently and collaboratively

·       Demonstrated ability to identify priorities and work to tight deadlines

·       Excellent communication and interpersonal skills

·       Excellent in Dari, Pashto, and English

·       5 years of relevant experience in IT project planning, implementation, control and monitoring and systems analysis

·       Sound knowledge of desktop computing hardware and proficiency in network administration

·       Able to travel to provinces as needed

·       To be able to travel to Kandahar, Herat, Balkh and Nangarhar Provinces



Reporting:

  • The position reports to the Deputy Chief of Party-Finance and Operations
