Job Summary

AGOC is currently implementing a project with the purpose of constructing the Arthal Bridge in Kabul. The project aims to contribute to achieving a safe, functional and integrated transportation network that ensures connectivity and that enables reliable movement of people and goods in the capital city of Kabul, through the construction of 42 meter bridge across the Kabul River which divided the city north and South parts. This project is the part of Kabul Urban Roads Improvement Project (KURIP) formulated by Kabul Municipality and indicated as a critical location for the traffic flow in the city.

Duties & Responsibilities

Under the supervision of the Road Design Engineer, the Junior CAD Design Officer will provide bridge design assistance, supervision and mentoring to Arthal Bridge Project Engineers and Civil Servant counterparts in all aspects of Arthal’s bridge projects. The Junior CAD Design Officer will have a sound knowledge of structural design and construction and will support the Project in the implementation of bridge construction in Afghanistan.


Specific Responsibilities

The Junior CAD Design Officer will be an integral member of the Arthal Bridge Project’s Technical Unit and will be responsible for the following:

• Advise the lead engineers in preliminary assessment, planning, surveying, formulation and design, costing and documentation of bridge construction projects;
• Assist in preparing Bill of Quantity and tender documentation;
• Provide technical backstopping and training to Arthal Bridge project’s Engineers and local contractors in bridge design and construction techniques including good practices and troubleshooting methods;
• Monitor the implementation of the works by conducting site visits and provide guidance for improvement and good results;
• Review QA/QC site visit and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with design specifications;
• Review and verify Projects contractors’ temporary works design and check Form Work and placing of steel reinforcement is correctly in place;
• Monitor the construction of foundations of bridges and culverts. Ensure QA/QC Engineers are undertaking testing of safe bearing pressures;
• Provide technical advice to Arthal Bridge projects Engineers, civil servant counterparts and locally contracted consultants;
• Assist the Arthal Bridge projects Engineers in holding pre-bid meetings to explain the condition of contract and the obligations of the contractors in all aspects of the contract including the employment and payment of unskilled workers;
• Review and endorse Interim Payment Certificate for the works submitted by the contractor;
• Be responsible for reviewing and approving design changes proposed by the QA/QC Engineers and Arthal Bridge Projects Engineers;
• Liaise with the Provincial Engineer to plan a testing programme to avoid delay in the execution of the works;

CAD Responsibilities:

• Development and creation of standard templates, scales and layering systems
• Automation of templates and attributes
• Ensuring Quality Control of all technical and graphical CAD products
• Modeling and 3D representation to enhance proposals and understanding by the various stakeholders
• Graphic Design for marketing purposes with Business Development and the CDIAO
• Database creation and manipulation with the Engineer Data Analyst
• Preparing reports as required and submitting relevant information and recommendations for improvement and/or change to the Project Manager on an ongoing basis
• Advising and supporting the Design and Engineer Team on any technical issues arising from assigned projects
• In collaboration with IT create an exportable, controlled and layered template for Regional Engineer Staff
• In concert with the Project Manager and Design Team develop two design systems: a quick time design capability for immediate transfer of data and drawings from the project site to the Kabul Office and back to the site; and a more deliberate design capability based on a full planning process originating from Engineer Plans
• Advising on good CAD practices
• Promoting appropriate CAD standards and techniques for the purpose of capacity building of Government staff and private sector companies in conjunction with conventional project design requirements.


3. Monitoring and Progress Controls
• The Junior CAD Design Officer will submit monthly reports on progress of all bridge works to the project managers.

4. Final Product
• Contribute as necessary to the terminal report for Arthal Bridge Project. Highlight remaining challenges and propose solutions.

Job Requirements

a. Education (Level and area of required and/or preferred education)

• Bachelor’s degree in Civil Engineering in structural design, structural engineering or related area required. Master’s Degree is considered an asset.

b. Work Experience
• A minimum of 2 years of progressively responsible experience in civil engineering or bridge design or building construction posts.
• Professional experience in bridge design, contract administration and supervision of contractors or in directly implementing structural construction projects;


c. Key Competencies
• Be a good mentor, capable of working with others in a participatory and capacity building manner.
• Have good analytical, writing, and communication skills.
• Knowledge of MS Office including MS Word, Adobe Suite, In Design/Photoshop or similar package, AutoCAD 2006 with related skills in templating; 2D and 3D; assignment files; Text and Dim styles; Layers; Blocks; and Attributes.
• Willing and ready to travel extensively to visit project sites.
• Be thoroughly proficient in written and spoken English.
• Knowledge of one of the local languages would be an advantage
• Be a self-motivated, versatile and adaptable to different cultures and people.
