Afghanistan Capacity Building for Results Facility (CBR), Multi Location
Under the instruction of Deputy Investigation of AGO, the Legal Adviser – National will be responsible for contributing his extensive support to legal and judiciary investigation processes at the Attorney General Office on relevant cases and to upgrade the level of expertise of existing staff at the same division without getting involved directly and/or indirectly on the cases.
The individual would be responsible for the following activities:
Prepare plan for Deputy Investigation Office for expediting and restructuring the process of legal and judiciary investigation cases;
Support the assigned team to coordinate to collect data and or information on destiny of the suspects currently under arrest and information on the quality of investigation and report to Deputy of Investigation of AGO
Support the assigned team to collect investigation related articles of law, procedures, drafts and provisions for addressing relevant cases
Develop a mechanism to evaluate the rise and reduction of crimes graph and assess the role of AGO’s activities in reduction or rise of crimes and to provide advice to AGO leadership to overcome and rectify them accordingly
Collect any other academic issues and matters that may contribute to ensuring justice and transparency relevant to AGO
Assess the Human Rights’ aspects of the suspects under arrest and report on them to Deputy Investigation
Collect information on Human Rights’ Conventions and transitions in the implementation process of such conventions related to the Deputy of Investigation Office
Develop mechanism to collect information on the crimes that may refer to International Criminal Court (ICC)
Prepare legal drafts of Memorandum of Understanding related to Deputy of Investigation Office
Provide advice on better enforcement of decrees and finding alternative ways for prison for those who commit ordinary crimes
Prepare annual report of the activities implemented by Deputy of Investigation Office and identify the deficiencies and short-comings in the delivery of services during that year
Provide training to relevant staff within the division to upgrade their level of expertise and provide the report and feedback to the Deputy;
Any other duties assigned by the Deputy of Investigation and or Attorney General
Deliverables:
Plan for expediting and restructuring the legal and judiciary investigation cases to bring efficiency and transparency;
Legal and judiciary advices are provided to Deputy of Investigation when needed for timely decisions;
All urgent investigation department’s legal, judiciary, and criminal cases related matters are addressed efficiently and effectively
Provide training at least one in a quarter to relevant staff and make sure the knowledge transfer happens.
The Legal Advisor to Deputy Investigation would have the following:
At least Master degree is required in Political Sciences, Law, Shari’ate, or any other related fields with 5 years of relevant experience or Bachelor degree in the mentioned fieleds with 7 years of experience.
Fluency in written , Dari and Pashto & English Desirable
Excellent advisory and coordination skills;
Ability to work independently and as a team member
Ability to lead the team and deliver presentations
Shall have excellent interpersonal skills;
Shall have the flexibility and the ability to work under stress and within limited time frames.
Reporting & Supervision: Legal Advisor will report to Deputy Investigation of the AGO
