Job Summary

ACC is recruiting a legal advisor to provide a public law advice on a wide variety of high-profile and innovative cases and projects. This will include some of all of the following: work on civil and construction cases and mergers.
The legal advisor shall be responsible for overseeing the potential legal issues of ACC. She/he will review and sometimes prepare written correspondence on behalf of ACC for transmittal to others, including but not limited to, ACC members and other ACC participants, vendors, consultants, other associations, government agencies, and other members of the public. In addition, the Legal Advisor will work with other management members on special projects.

Duties and Responsibilities:
ACC is recruiting a legal advisor to provide a public law advice on a wide variety of high-profile and innovative cases and projects. This will include some of all of the following: work on civil and construction cases and mergers.
The legal advisor shall be responsible for overseeing the potential legal issues of ACC. She/he will review and sometimes prepare written correspondence on behalf of ACC for transmittal to others, including but not limited to, ACC members and other ACC participants, vendors, consultants, other associations, government agencies, and other members of the public. In addition, the Legal Advisor will work with other management members on special projects.


The main responsibilities of the job are to:

1. Provide clear, high quality and timely advice and guidance to CEO and project teams under the Afghanistan legislation and public law, ensuring the legislative tools are consistently applied, while maintaining a holistic approach.

2. Handle specific legal issues for the ACC such as contracts, collection and discipline when required as well as oversee third-party consultants including, but not limited to, outside attorneys, accountants, and other retained by ACC from time to time.

3. Carry out in-depth legal analysis of the issues raised by cases.

4. Participate in internal case reviews to test the project team’s substantive assessment of a case and the evidence relied upon.

5. Ensure that experience from ACC projects is used to develop policy and guidance.

6. Work collaboratively with case teams and ACC management to deliver ACC’s cases and projects to meet ACC’s objectives.

7. Ensure that the values of the ACC are demonstrated in your work.

8. Represent the ACC externally in respect of your portfolio.

9. Work collaboratively to ensure a collective, flexible and responsive organization.

Job Requirements

Education: Bachelor’s degree in Law is required,(Master’s degree preferable).

2.Law qualification with ideally 8-10 years experience in Afghanistan law, Public law and policy.

Skills:
1. Strong analytical skills, with an ability to grasp new and complex concepts and areas of law quickly and accurately.

2. Intellectual ability and capable of analyzing problems rigorously and from all angles, showing sound practical judgment as well as academic ability.

3. The ability to work with a multi-disciplinary team engaged in complex cases; actual project and/or people management experience is desirable but not essential.

4. An ability to balance priorities and coordinate work effectively in order to meet deadlines and deal with high workloads, together with a willingness to be flexible.

5. Excellent oral and written communication skills – candidates must be approachable and constructive.

6. Good interpersonal and team-working skills, including and ability to relate to: Senior managers/leaders and other colleagues including specialist consumer and competition lawyers, economists, policy analysts and case officer colleagues: and other lawyers include others within the Government Legal Service, Treasury Solicitors, and other regulators, overseas competition authorities and/or the private sector.

7. Languages fluency: English and Pashto/Dari.
8.Must have Ms office skill.
