About Agricultural Development Fund:


Agricultural Development Fund (ADF), is a financial institution under the Ministry of Agriculture, Irrigation and Livestock (MAIL), Government of Islamic Republic of Afghanistan (GIRoA). The ADF’s mission is to finance agriculture and agribusinesses across the country, so as to contribute to the economic development of Afghanistan. While the primary target client of the ADF is the commercial farmers, it also provides financial support to other small/large farmers, cooperatives, agricultural input suppliers, equipment dealers, processors, wholesalers and exporters; as well as to those businesses that support agriculture, such as storage facilities and the transporters. ADF provides funding to its clients both, directly and indirectly, i.e. through financial and non-financial intermediaries. Its financing activities span agricultural production, processing, trade and marketing at all levels.

Job Summary:

Legal Officer will serve as an in-house lawyer to handle one of its customer that not willing to repay the loan. He/she shall practice as ADF’s lawyer on various related issues and shall represent/defend ADF in governmental and private authorities.

Duties & Responsibilities:

  • The legal officer must provide a comprehensive progress report on status of the case with the court and other activities he undertook during each week. This report should be submitted to line manager on weekend.
  • Prepare, review case related legal documents.
  • Consult and handle Client file legal processes.
  • Work with the Loan Collection and Recovery team for the recovery of the default loan.
  • File legal case in the relevant DGC against the default borrower.
  • Execute investigation and gathering factual data regarding the legal status of client’s concerned properties to protect ADF’s interest
  • Meet with government officials, property registries, evaluators and courts to gather information on legal status of collaterals in Paktika Province.
  • Represent the ADF in the formal, judicial and customary legal systems.
  • Participate in judicial sessions and defends ADF’s interests in court trials.
  • Participate in the prosecution investigation process regarding Loan Collection from the client. 
  • Write and prepare the defense statement and objection over prosecution appeal if required.
  • Other job-related tasks as assigned by the line Manager.

Job Requirement:

  • University degree in Law. ( Attested Education Documents)
  • Having at least 5 years’ experience as a Lawyer in the country.
  • Having valid license from the Afghan authorities to act as a Lawyer.
  • Having proper knowledge of Afghan Laws and juridical system.
  • Excellent negotiation and communication skills.
  • Analytical ability and serious attention to details.
  • Be able to properly communicate in local languages and English.
  • Good knowledge of computer programs such as Word, Excel etc.
  • Being flexible for travels.
