OXUS Afghanistan started Operation in 2005 under support of ACTED, a development and relief NGO, which is operating in twenty five Countries of the world, and Micro finance Investment Support Facility for Afghanistan (MISFA). Currently, OXUS Afghanistan has a portfolio of over AFN 819 million with an outreach of about 24,000 customers managed through 25 Branches, 10 provinces. OXUS Afghanistan is a part of OXUS Group, a global network of Microfinance Institutions created by ACTED, a leading international NGO operating in 25 countries. OXUS Afghanistan was created with funding from the Micro finance Investment Support Facility for Afghanistan (MISFA), a Government Apex agency set up by international donors in 2003 in order to develop and support the micro finance sector in Afghanistan. OXUS Afghanistan Provides conventional and Islamic financing. OXUS -Afghanistan has individual and group lending which helps Afghan people have access to finance. OXUS-Afghanistan provides financing for youth and women as women improvement process and support them for better access to finance. Job Summary The Operation Manager is the guardian and the architect of the compliance system all over the institution. Through the analyze of reports as well as mission on the field he is in charge to ensure the conformity of OXUS activities and as well improve our systems of control to improve the overall performance of the institution. He is as well in charge of following the overall performance of the branches and suggest actions accordingly.
The Legal/ Recovery Officer is responsible for the collection of late loans. He has to make sure that all set targets and goals are achieved.
Provinces to travel:
o Strong communication skill is required.
o Having good linkages and relations with the local governments.
Duties & Responsibilities:
a) Work on the recovery of all the Charge off loans as assigned by COO/Legal and Recovery Manager/Arrears recovery Committee.
b) Take a hand over of all Charge off loans as assigned by Operation department.
c) Put pressure on the clients on the field to collect the late installments.
d) Use all the means at his disposition to recover the money.
e) Visit very regularly late clients, be very strict with them to make them realize that they should better repay the loan
f) Give clear message to the delinquent client on the fact that OXUS will never give up pressurizing him to make him repay the installments.
g) Put a strong Psychological and Social pressure on the delinquent clients to convince them to repay the loans
h) Use all the contact available in the communities with local leaders to recover the money.
i) Pressurize the client and his family to recover the money.
j) Pressurize the guarantor to recover the money
k) if it seems useful, use the police department, Law department and court of the area to recover the money.
l) Implement the selling of late client’s collaterals or assets in link with Legal and recovery Manager.
m) Advise other loan officers in term of delinquency management and actions to take against delinquent clients
n) Send weekly collection report to the Legal and Recovery Manager.
o) The recovery officer position is the north east (Konduz, Takhar and Badakhshan) regional position. He is based in the regions and working on the delinquency of all the branches of the region.
p) The Recovery Officer is working under the supervision of the Recovery Manager.
q) The recovery manager will work in close coordination interaction with Legal and operation department
Job Location:Afghanistan, Takhar
o BA degree in law, Sharia and or Economic preferred.
o the recovery Officer must have the Afghanistan independent bar association license.
Age should be 25 and above
o Familiarity with Afghanistan legal system.
o Work experience in police and or judicial system is preferred
