Liaison Officer
The Liaison Officer who will work under the direct supervision of the MACCA Chief of Operations is responsible for the following assigned tasks:
• Work as the MACCA focal point for mine action related issues with GoA ministries and other institutions involved in development activities.
• Establish good relationship with all development actors and accumulate their development activities/projects plans.
• Generate and maintain a database of planned development projects.
• Assist MACCA Communications Unit in delivering the general public information campaign regarding the nature and extend of the landmine problem in Afghanistan to all development actors.
• Conduct outreach visits to the various development actors e.g. GoA Ministries, NGO, UN agencies etc in order to identify their future plans and projects which may be affected by contamination from landmine/ERW hazards.
• Work with the MACCA MIS section in order to ensure that the development actors have access to accurate MIS landmine/ERW information products.
• Advocate a policy framework to encourage linking mine action with development.
• Generate and maintain a Standard Working Procedures (SWP) on the process of linking mine action with development activities.
• Represent the MACCA, at development related and sectorial meetings held by GoA Ministries involved in development and reconstruction activities.
• Ensure those development projects that may be affected by mine/ERW presence are considering mine action in their advanced planning of any development activity.
• Ensure the project documents of all development projects implemented in Afghanistan have attached to it a certificate of clearance from any of the mine action organizations having been endorsed by the MACCA or an informational letter showing the areas fall at the development projects’ footprint are free from the threat of mines/ERW
• Provide technical assistance to development actors in terms of defining any mine action specific support they may require and include an estimated cost of this support to their development projects.
• Provide technical support to development actors for those who are involved in tendering demining support for their projects.
• Maintain a spreadsheet of the funds allocated to mine action support to development projects.
• Conduct periodic surveys to determine who, what and why development actors are using information related to landmine and ERW problems affecting development projects.
• Act as the MACCA focal for development actors whose projects need mine action assistance.
• Maintain a spreadsheet of planned development projects that were cancelled by donors or work was delayed due to presence of landmine/ERW.
• Assist the process of including mine action as one of the cross cutting interventions for all development plans into the Afghanistan National Development Strategy (ANDS).
• Bachelor’s degree in public administration, public relations, business administration, social affairs, and engineering or other related fields, or secondary diploma with 2 years of additional relevant work experience may be considered.
• At least 5 years experience in mine action including managing similar activities with one of the known humanitarian programmes.
• Experience at working with foreigners and international organizations.
• Fluency in written and spoken English and local languages, specifically Pasho and Dari
Other Competencies
• Good technical knowledge of mine action operations.
• Excellent computer skills.
• Excellent presentation skills.
• Proven sound organizational and planning skills.
• Ability to work independently while under pressure; must be flexible and adaptable to any situation.
• Courteous and excellent communication and inter personal relation skills
