Job Summary

General Duties
The Liaison Officer (LO) will work under the direction and supervision of the Deputy Minister for financial affairs of ministry of Finance (MoF) and National Coordinator/program manager to provide support to NCU and follow up of all National Rural Access Program (NRAP) related issues in ministry of finance and provide assistance to DM of finance in day to day support generally and NRAP Related issues specially

Duties & Responsibilities

Specific Duties:
• Be a contact or focal point for NRAP program in ministry of finance.
• To follow up NRAP fiduciary documents in ministry of finance and ensure its timely processing in all relevant departments of the ministry
• Assist the H. E the deputy minister in day to day office management and appointments
• Prepare meetings schedules and minutes
• Follow up and ensure timely processing of NRAP-MRRD and NRAP-MPW sub-projects allotments and payments
• Ensure the timely process of payments to designated and float accounts of the program.
• Ensure Timely process of NRAP staff monthly remunerations
• Ensuring information flow of the program to the high rank officials of the ministry generally and DM specially ;
• Assist the DM minister in conducting SMT and Donor meetings of the program.
• Contact NCU, for any information required to the Chairman of the program (DM)
Any other administrative assignment is given by his/her supervisor

Job Requirements

Qualifications and Experience
• University Degree in finance or relevant field;
• A minimum of 5 years of relevant professional experience, specially for the similar position
• Flexibility and ability to work under pressure and with limited time frames
• Knowledge of World Bank principles is in a distinct advantage;
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Excellent command of writing, speaking and understanding of English is essential;
• Computer skill, specially in MS office, Word and Excel is highly essential
Strong analytical and problem solving skills.
