About NATO Afghanistan - Resolute Support

Resolute Support is a NATO-led, non-combat mission. It was launched on January 1, 2015, following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission, and the assumption of full security responsibility by the Afghan National Defense and Security Forces (ANDSF). Its purpose is to help the Afghan security forces and institutions develop the capacity to defend Afghanistan and protect its citizens in a sustainable manner. The mission performs supporting functions in several areas. These include: operational planning; budgetary development; force generation process; management and development of personnel; logistical sustainment; and civilian oversight (in order to ensure the Afghan security forces and institutions act in accordance with the rule of law and good governance).

Job Summary

The incumbent is the civilian liaison for the education aspect of the enduring partnership.

Duties & Responsibilities

The civilian representative to GIRoA (Government Islamic Republic of Afghanistan) for EP (Enduring Partnership).

Representative of the long-term commitment that NATO is making to GIRoA.

Ensures that GIRoA concerns and priorities are taken into account in NATO planning

Coordinates the utilization of GIRoA personnel based on NATO provided education .

Coordinates with GIRoA to ensure the appropriate indiviuals receive education.

Ensures a transparent and merit based system of selecting individuals to receive education.

Provides information about GIRoA needs and requirements to decision-makers from a socio-cultural point of view.

Establishes and maintains a network of contacts to communicate to and establish long term partnerships with government, embassies, international organisations, NGOs and other key independent actors in theatre to ensure coordination of EP effects.

Produces concepts and strategies in support of the EP section.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent seeks new ways and approaches to improve the reach of EP.

Medication skills and creativity to bring fresh ideas and enable different IC members to work together.


The work is normally performed in a typical Office / Secure Facility environment. Slightly Undesirable

Job Requirements

Pervious experiences interacting with GIRoA or the ANDSF.

8-10 years’ work experience, related to similar environments, or regional expertise.

Understanding of Afghan culture, political climate and ethnic dynamics.

Ability to understand the challenges and to solve complex problems.


Language:

English: Good level of written and spoken language skills.

Note: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.


DESIRABLE QUALIFICATION:

Tact and judgment to interact with GIRoA officials and the ANDSF

8-10 years’ work experience, related to similar environments, or regional expertise.

Understanding of the Afghan culture, political climate and ethnic dynamics

Ability to understand the challenges and to solve complex problems.



Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance.

Additional Remarks:

An initial 12 month contract will be offered and contract extensions may be possible. Because of the dynamic environment, RS posts are under regular review and therefore post details and responsibilities, including contract duration and contractual grade may change during the advertising and contractual period.


Benefit Package:

Monthly salary of € 1,064.00

Meal Allowance of € 185.00 per month
