Job Summary


BACKGROUND
The Operations plays a dual role:

i) It provides the necessary administrative, logistic, IT and financial management support to ensure the efficient and effective implementation of the CJTF/CNT Programme;
ii) It offers technical advice and assistance to CJTF/CNT to develop the necessary operational capacity and capabilities of itself and its partners to engage in effective development and implementation of national and regional strategies. The logistic Section of the Operations Unit is responsible for the effective management of the logistic and procurement services of the Programme and provision of support and technical assistance to CJTF and other stakeholders.

This will be a full time job based in Kabul plus travels to provinces based on the project needs and requirement.

Duties & Responsibilities


SUMMARY OF DUTIES
The incumbent will work as a member of the administration department of CJTF under the direct supervision of the project coordinator and director of administration and will participate in the effective management of the team and will be responsible for :

i) Ensuring efficient and effective day to day services and logistic support has been provided to CJTF and its partner organisations according to the rule and standard procedure of (Procurement law of the Afghanistan /Qanoon Tadarukat);

ii) Maintenance of a proper inventory record of CJTF and producing regular reports on monthly basis and as required.

iii) Providing support and technical assistance to CJTF Logistic Section and other relevant stakeholders.

iv) The Logistic/Procurement Officer will support and work closely with project coordinator, director of administration and other relevant stakeholders as a team member on ensuring adherence to logistic and procurement policies and procedures of the Government of Afghanistan.

v) The incumbent will also be responsible for the support and development of transition plan for CJTF new housing at CNJC. This will require close liaison with CSSP logistic officers and mentors.

RESPONSIBLITIES

• Plan, develop and manage all procurement and contractual aspects of project related to procurement of diverse services and communities (works, goods, services etc.)

• Providing support and guidance at all stages of the procurement cycle.

• Responsible for purchasing of goods and services according to the procurement law of Afghanistan and project policy and regulation

• Assist in preparation bidding documents of procurement of works, goods and services contracts according to the rule and regulation of the GOA to support CJTF and its counter-part organisation.

• Responsible for distribution of invitations to bid, request for proposal and manage/ conduct all aspects of bid/proposal evaluations and make sure that all process gone through the GoA rule and regulation as well as project policy.

• Assist in conducting pre-bid/proposal conferences with prospective bidders/proposes.

• Evaluating and analysing the submitted proposals/bids to determine whether the prospective vendors have the capacity to satisfactorily perform the contract requirements, demonstrate financial soundness, integrity and proven reliability.

• Assist in preparing notification of award, negotiating, drafting and finalising the contract with the selected contractor

• Establish and maintain work plans and schedules for on going contracts and newly planned ones.

• Participate in negotiations with supplier representatives; prepare submissions to the Contracts Committee for review and subsequent approval by the authorised officer.

• Prepare a variety of procurement related documents, contracts, communications, guidelines, instructions, etc.

• Supervise the maintenance and update of all procurement files and records of corporate, service, maintenance and other contracts.

• Over all responsibility for all inventory of expendable and non-expendable equipments, furniture and materials related to the project ensuing that the inventory is correct and updated

• Conduct and update project inventory on quarterly bases

• Responsible for provision of inventory in case of any discrepancy should report to the director of administration for any further action

• Tagging/ labelling of all non-expendable equipment, furniture and appliances

• Making sure any equipments and services are recorded before handing over to the relevant counter part and project staff

• Responsible for over all supervision and provision of the kitchen appliances, cleanness and relevant tasks.

• Collection of catering funds from CJTF/CNT staff

• Responsible for establishment and maintenance of logistic /procurement filling system ensuring that all the documents relevant to procurement/ logistic and transportation are kept updated and in proper filling order

Reporting:

• Reports to the Director of Administration and Program coordinator.
• Assist CJTF to ensure that reporting and auditing requirements of the GoA, donors and international financial institutions are effectively and efficiently complied with.
• Prepare monthly, quarterly and annual procurement-plans and progress reports as required and submit to the Director of Administration.

Job Requirements

Qualifications/Skills
• Master degree in Business Administration (or related discipline) and/or combination of appropriate experience.
• Fluency in English, Pashto and Dari
• Proven translation skills (knowledge of technical and organizational terminology essential)
• Proven documentation skills
• Knowledge of computers, database and word processing programs.
• Knowledge of operating computers in both English and Dari
• Availability and willingness to undertake field visits.
• Availability to start immediately
