ORGANIZATIONAL CONTEXT:
The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.
Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience program's across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
To contribute to daily planning and coordination of WFP logistics operations including monitoring of services provided by contracted external organizations to ensure cost-effective operations and that set objectives are achieved in full.To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
• Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
• Coordinate requisitioning and ensure timely delivery of SNF commodities and supplies to allocate Area Offices (AOs).
• Monitor inventory management processes to track trends and account for the inventory status of SNF commodities from source to AOs.
• Support oversight for commodity accounting data quality and integrity
• Analyze operational pipeline and contribute to assessments and operational planning for all delivery modalities, to ensure that supply chain requirements are taken into consideration especially for nutritious food
• Providing timely information on shortfalls/surplus of SNF food and advise on possible alternative SNF food commodities.
• Liaise with Regional COs on the status of procurement and status of delivery of SNF commodities
• Responds to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all inquiries.
• Ensure a clear picture of SNF Pipeline is available to everyone in the team by exploiting the usage of technical and analytics tool mainly Excel.
• Follow up regularly with the team on the status of the commodities and timely advise for any issue
• Maintains a proper SNF tracking pipeline dashboard
Any other tasked advised by the supervisor.
Education:
Completion of undergraduate degree in Business Administration, Logistics or any other related field.
Experience:
Three or more years of relevant experience in Logistics.
Language:
General Service: Fluency (level C) in English language. Fluency in the local languages (Dari and Pashto).
DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE:
• Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience in administering third party service providers’ contracts.
• Experience in compiling contract documentation.
• Experience in contract execution.
• Experience in budget monitoring and reporting.
