The Logistics Manager will directly report to Operations Manager and will oversee and supervise all operations logistics activities of the ASI project separate from grant procurement activities. He will help to establish operational policies and procedures in compliance with DAI policy and procedures. Will support and coordinate with the Grants Managers on activity vendor selection, procurement processes, and inventory as required.
Duties & Responsibilities:
The Procurement Manager will perform the following functions but not limited to:
â€¢ Identifying potential local vendors and suppliers
â€¢ Procure goods and services
â€¢ Prepare payment requests and vendor purchase orders
â€¢ Maintain local procurement lists and schedules
â€¢ Monitor, track and expedite all ASI procurement activities and delivery status of goods/services
â€¢ Solicit bids and quotes from potential vendors in adherence with program policies
â€¢ Communicate with suppliers on processing and status of payments
â€¢ Coordinate and expedite local purchases
â€¢ Provide updates to requestors
â€¢ Manage and maintain up-to-date ASI Government Property Inventory database (operations and activity).
â€¢ Assist with coordination of goods transport
â€¢ Maintain procurement filing system
â€¢ Ensure a transparent process, in conjunction with the GIRoA, of the procurement of goods and services through management of the procurement selection committee
â€¢ Inspect goods or verify services, confirm delivery and receipt of goods, and monitor the use and disposition of goods
â€¢ Assist with vendor payment processing as needed
â€¢ Work with international and national staff members and help/respond to requests
â€¢ Prepare and Issue Requests for Quotations and Request for Proposals.
â€¢ Prepare high dollar amount subcontract for procurement exceed simplified acquisition.
â€¢ Oversee and train procurement staff in Kabul and regional offices;
â€¢ Establish, refine and document the ASI procurement procedures in Kabul and the regional offices;
â€¢ Monitor, track and expedite all ASI procurement activities;
â€¢ Manage the Procurement database component within the TAMIS.
â€¢ Coordinate customizations to the database and reports module in close collaboration with DAIâ€™s HO TAMIS team to meet the specific procurement needs of the project, including linking of procurement activities with DAIâ€™s FAS (as required);
â€¢ Implement the customized procurement system and train and supervise procurement staff;
â€¢ Review operations procurement requests (PR) from project staff, ensure requests are properly logged in the TAMIS on line system, coordinate purchasing either locally or internationally collaborating with HO procurement;
â€¢ Coordinate and assist in managing the vendor database component within the TAMIS. Develop on-line Vendor Performance forms and procedures. Ensure timely and accurate entry of vendor information in the system;
â€¢ Conduct vendor evaluations and train staff. Coordinate customizations with TAMIS team;
â€¢ Locate and identify potential vendors and suppliers internationally;
â€¢ Conduct cost/price, quality and past performance/timeliness review of bids received; train procurement staff in evaluation of bids;
â€¢ Procure high-dollar, high-volume commodities and small purchases;
â€¢ Generate purchase orders and negotiate price, terms, and conditions;
â€¢ Ensure procurement is conducted in compliance with Federal Acquisition Regulations (FAR)
â€¢ Multitask under short deadlines;
â€¢ Perform other related duties as assigned.
â€¢ University degree in relevant field required.
â€¢ Minimum of 5 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. USAID funded project experience is a clear plus. Must have willingness to travel to DAI Afghanistan field offices on DAI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
