Job Summary

The Logistics Manager is responsible for overseeing general aspects of AFGS’ logistics operations including procurement, warehousing, asset management and vehicle management.
Implement field testing of all approved logistics policies and procedures in coordination with the Operation Manager, CFO, Transport Management and administration personnel and in consultation with all program managers and key staff, both national and international; provide feedback on system including additional recommendations. Manage both national and international tenders.

Duties & Responsibilities

Main Responsibilities:
Property:
ï‚§ Ensure proper maintenance of all properties in Kabul, including repairs and cleaning
ï‚§ Supervision of Property maintenance officer to ensure that all work orders are conducted in a timely and professional way (such as supply of drinking water, and provision of other utilities at the properties).
ï‚§ Ensure that the log books for the electric meters at all properties are maintained and the bills are paid on time and recorded on the property books.
ï‚§ Coordinate directly with property owners to ensure that relations with landlords are positive and that contracts (lease agreements) and payments are up-to-date.
ï‚§ Coordinate with security staff and admin staff to ensure that guards are adhering to job description and the coverage of all properties is provided.
ï‚§ Responsible for tracking of all assets related to expatriate staff housing including and AFGS Kabul office storage of necessary items such as fans, and heaters, during the seasons when not in use.
ï‚§ Troubleshoot on reporting and programmatic needs. Advise supervisor on improvements and necessities, as required.
Transport Management:
ï‚§ Supervise the Data Entry and Logistic Office and provide oversight to the management of agency vehicles including: proper vehicle use, vehicle files, accident reports, major repairs, vehicle schedule, and rental calendar and rental payments.
ï‚§ Assist the Transport Manager and facilitate any import/export activities.
ï‚§ Ensure vehicles are managed properly in regards to all security regulations.

Asset Management:
 Ensure the maintenance of a proper inventory of all equipment and furniture belonging to AFGS’ Kabul Afghanistan is done on monthly basis. The updated copies of assets are submitted to the office/admin manager and maintained in a file for this purpose.
ï‚§ Monitor implementation of asset tracking system including use of asset tags, movement of assets and upkeep of an asset register.
 Ensure all assets purchased for AFGS Kabul Afghanistan’s use are properly marked upon receipt.
ï‚§ Coordinate with Administration Department to ensure the tracking of capital items including staff assignments.
Other
ï‚§ Represent AFGS in a professional manner to government officials, local and international community groups, suppliers, and others as needed.
ï‚§ Act as a senior national staff member; attend meetings and pass information to those under direct supervision.
ï‚§ Act as a member of the Security Management Team as requested and as needed for security scale-downs or evacuations.

Job Requirements

A bachelors Degree in the related field with 5-10 years of relevant experience in the field of procurement and logistics .Must have demonstrated understanding of procurement ethics and good managerial skills with a diverse team and large flow of information and activities; must be able to work independently and prioritize, show initiative; experience in an International Company setting; A strong understanding of donor compliance and budgets is required, Report writing; ability to make recommendations for improvement; strong computer (MS Office), filing, and organizational skills; excellent spoken and written English; willingness to travel to the other parts of the country.
