The Liaison Office - TLO, Multi Location
1. Develop an M and E Plan based on the activities established in the projects;
2. Analyze the project’s potential to contribute to achieve the Program Objectives;
3. Guide the M and E teams during the development phase if targeted indicators;
4. Provide direct assistance to implementers in the field on data collection procedures;
5. Facilitate the implementation of activities when Task Orders are issued in his/her jurisdiction;
6. Verify data reported on projects as identified in indicators;
7. Train M and E teams in how to visit the projects site to assess potential issues that require formal verification exercise;
8. Produce M and E reports on selected project, based on data provided by implementing partners and data provided by M and E provincial teams;
9. Ensure that data collection tools and methodologies are adapted according to various context ;
10. Maintain thorough and well-organized files (electronic and paper) on M and E activities;
11. Carry out other related tasks assigned by TLO management in accordance to his/her skills;

1. The Candidate must have at least 2-3 years experience working on similar activities listed above with NGO’s or International Organizations in conflict settings
2. Preferred Master degree in the Social Sciences (e.g., Sociology, Anthropology, Political Sciences) or in Business Administration
3. Skills in data quality assurance audit/assurance desired
4. Demonstrate experiences in conducting research, monitoring and evaluation of community outreach and infrastructure development programs
5. Display capacity to use project monitoring and evaluation to advance strategic goals
6. Excellent analytical and statistical skills
7. Ability to work harmoniously within a multicultural team
8. Strong communication skills
9. Highly knowledgeable in Word, Excel, Access, PowerPoint, Internet/e-mail
