Counterpart International STEP, Multi Location
Monitoring and Evaluation Manager is responsible to help STEP program and its relevant program departments for proper implementation of all STEP activities, in addition, supervise the M and E Coordinators and the M and E Officer. With the responsibility to maintain and enhance the current monitoring and evaluation system for STEP program based on the indicators of STEP, he/she will play major role in updating and improving the MIS for STEP and will train relevant staff. He/she has the overall responsibility for M and E planning, managing and supervision of M and E unit under supervision of Program Director STEP.
ï‚§ Lead the monitoring and evaluation unit to best measure the quality, progress, and results of STEP activities.
ï‚§ Maintain the developed comprehensive STEP M and E System guidelines for the implementing partners to ensure proper utilization of the system program activities.
 Enhance the standard Management Information System MIS for STEP project , including development of databases and data analysis and reporting plan, and provide training in the developed MIS to all relevant STEP and implementing partners’ M and E staff..
ï‚§ Plan and conduct periodic field visits to STEP projects and activities to ensure ongoing progress of activities with quality and effectiveness in the field.
ï‚§ Provide training for Counterpart M and E staff and STEP implementing partner staff on STEP M and E System.
ï‚§ Provide technical assistance and training to STEP monitoring and evaluation staff in research, data management, interview, surveys, and presentation skills.
ï‚§ Enhance the mechanism for assessing and measuring the impact of the trainings conducted by various program departments.
ï‚§ Assist in analyzing and compiling gathered data to measure progress and impact of STEP activities through M and E data.
ï‚§ Facilitation of various presentations on periodic bases to program team, senior management and donors and visitors about the achievements of STEP program.
ï‚§ Provide and prepare bi-weekly, quarterly, and monthly reports on monitoring and evaluation unit and findings from M and E activities.
ï‚§ Manage the process of collecting, cleaning, consolidating, and analyzing the quantitative weekly reports submitted by the implementing partners.
ï‚§ Provide inputs to the program reports produced by the management team for the HQ, donors, and other stakeholders.
ï‚§ Coordinate with other units within STEP to ensure proper understanding and resource mobilization for all activities within STEP.
1. Any other relevant task assigned by Program Director.
• BA in Social Science, Statistics, Anthropology, or another related field.
• At least 2 years working experience with International NGOs in the field of M and E and/or research.
• Good computer skills to including Internet, MS Word, MS Excel, and Database.
• Past experience in elections programs and voter education projects is preferred.
• 2 Experienced with management and oversight of multiple small/medium projects.
• Fluency in two main local languages, Pashto and Dari (writing, speaking and comprehension).
• Fluency in English.
