PURPOSE OF POSITION
The M and E Officer is responsible for the smooth operation of the FIRUP M and E system at the field level.
Main Responsibilities and tasks
• Provide leadership in design and implementation of monitoring and evaluation systems and tools for Child Survival grant
• Oversee monitoring and evaluation activities including the context analysis, impact evaluation, LCP (local capacities for peace) analysis, qualitative and quantitative analysis of program activities, output impact and outcomes
• Provide leadership in conducting baseline assessments, annual project reviews, and the mid-term and final evaluations
• Set up a joint and agreed upon information system with MOH health information system and develop its community-based component
• Train local partners, Midwives and Community Health Volunteers/Shura in use of community-based data and tools
• Facilitate and ensure timely dissemination and feedback of available data to appropriate users
• Together with the BCC Specialist and M and E staff from the Government of Afghanistan, coordinate periodic reviews of community and facility data for accuracy and use for action
• Develop national program staff capacity in M and E system
Qualification and Experience required:
Qualifications:
• BA degree in appropriate field (MA preferred) with at least five years’ experience in monitoring and evaluating development programs, particularly community health programs and preferably in post-conflict settings;
• Must be well versed in MS office software and database programs;
• Native fluency in both oral and written English with excellent technical writing and analytical skills; Willingness to travel within Afghanistan and work in remote areas;
• Excellent communication skills required and ability to work in a cross cultural and multi-religious environment with multinational staff;
• Must be detail oriented. Knowledge of Afghanistan environment and Dari are a plus;
• Skills and experience in monitoring and evaluation tools (for example KPC, LQAS, qualitative research, HFA).
