INL/CSSP, Multi Location
PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.
Under the overall supervision of the M&E Advisor and under the direct supervision of the National M&E Officer, the National M&E Assistant will perform the following tasks:
Instrumentation: Assists in translation of M&E instruments and their guidelines into two Afghan national languages – Dari and Pashtu
M&E Training: Assists during M&E training for the CSSP Advisors and GDPDC and JRD officials, including translation of M&E tools and guidelines used in the training.
Data Generation and Validation: Devote at least 60% of time in regular field monitoring, assists in field testing of M&E tools and data validation; and during the field survey for outcome monitoring, including regular field monitoring.
Data Storage: Maintains field-book by documenting all elements monitored and supports the database team for effective data entry and management while assisting the M&E Specialist and SME M&E Advisor for having regular data flow.
Data Entry: Enter data together with database staff following the outcome monitoring and other internal evaluation surveys
Data Analysis: Assists the M&E Specialist and M&E Advisor in data analyses
Reporting: Assists in preparation of CSSP progress and other reports.
Evaluation: Assists in various internal and external evaluations and supervisory missions
Administration and Others: Assists the M&E Officer in managing the M&E Unit Office and performs other tasks as assigned by the Chief of Team/Deputy Chief of Team for Advisory, M&E Advisor/Specialist and Database Officer.

Fair knowledge and practical experience in the basics of performance management systems and/or M&E of development projects;
Practical experience at least in descriptive analysis of project performance data using MS Excel analytical package; Proficiency in application of SPSS is highly preferred;
Practical experience on team work and team management;
Excellent communication, and facilitation, and interpersonal skills;
Willing to work under pressure and under difficult field environment
Proficiency in English, as excellent speaking and writing proficiencies in Dari and Pashtu.
Experience in gender mainstreaming and M&E is desired.
Bachelor’s degree in social science with at least 1-2 years of active professional experience in monitoring and evaluation, preferably under criminal justice system.
Fair knowledge and practical experience in the basics of performance management systems and/or M&E of development projects;
Practical experience at least in descriptive analysis of project performance data using MS Excel analytical package; Proficiency in application of SPSS is highly preferred;
Practical experience on team work and team management;
Excellent communication, and facilitation, and interpersonal skills;
Willing to work under pressure and under difficult field environment
Proficiency in English, as excellent speaking and writing proficiencies in Dari and Pashtu.
