About ( Ministry of Agriculture) AAIP Project:

 

Building on the Agriculture Master Plan, the Government of the Islamic Republic of Afghanistan (GoA), in collaboration with its development partners, has defined a number of appropriate priorities for agricultural investments and policies under the National Agricultural Development Framework (NADF). In order to increase farmers' incomes and improve the food security situation, the GoA is giving foremost attention to strengthening of the agricultural production base. In this respect the government has asked the World Bank for assistance in strengthening agricultural input supply systems. Specifically, the GoA has requested the World Bank for assistance in the implementation of the Afghanistan Agriculture Inputs Project (AAIP) that will consist of the following four components: (i) Improve seed production and certification; (ii) Establish infrastructure and policies regarding quality control and safe use of fertilizers and agrochemicals; (iii) Improve input delivery systems; and (iv) Establish efficient project management, implementation and coordination mechanisms. The development objective of AAIP project is strengthened institutional capacity for safety and reliability of agricultural inputs and sustainable production of certified wheat seed. The implementation phase of the project is expected to start around mid 2013. Under its Seed Component, the project assists the Agricultural Research Institute of Afghanistan (ARIA) with their mandates of variety selection, maintenance breeding and production of Breeder’s Seed, the Improved Seed Enterprise (ISE) with their mandate to produce Foundation and Registered Seed, and the Afghan National Seed Organization (ANSOR) and its member Private Seed Enterprises (PSEs) with their mandate to produce and market Certified Seed. (NB Seed Certification is supported by another project, funded by the EU) Moreover the project will support the Ministry of Agriculture, Irrigation and Livestock (MAIL) with the overall coordination of the seed sector. Support provided by the project consists of hardware (equipment, constructions, etc.) and software (capacity building, organization, legislation, technical support, etc.). In order to coordinate the activities and provide the support mentioned, the project‘s Management Unit (PMU), apart from administrative and other technical units, contains a seed team consisting of a National Seed Program Coordinator and two National Seed Officers. It also provides short and long term national and international consultants and staff to the implementing partner organizations.

Job Summary:

Monitoring & Evaluation Specialist will be responsible for development and design of M&E framework, M&E plan, reporting methodologies and consolidation and analysis of the M&E reports. He /She will ensure the availability of a high quality of tailored data to promote project accountability, strengthen learning, and further inform effective decision making. The incumbent will oversee quality control, track project progress and results delivery and also provide informed and independent professional advice to the SGR management with a view to improving delivery processes and achieving high-impact outcomes. He/she will lead improvements in existing systems to increase measurement of SGR results (output, outcome & impact), enrich the capturing of lessons learnt, and manage the knowledge World Bank.

Duties & Responsibilities:


Review method of data collection for results indicators used by SGR PMU and Implementing directorate under MAIL.

Develop a comprehensive M&E strategy for SGR project, including a plan for data collection and analysis and develop a methodology in accordance to the project documents.

Help SGR PMU to develop their results framework and assure that proper and realistic indicators for outputs and outcomes are included in their implementation.

Develop standardized M&E reporting and data analysis systems for SGR project.

Collect, compile and analyze the data regarding different components/activities against envisaged project objectives.

Develop a standardized M&E reporting and data analysis systems for SGR project.

Compare and document progress towards deliverables, milestones and results for SGR project.

Provide guidance and training on M&E concepts and tools to SGR project stakeholders.

Develop M&E system and database for the SGR project and ensure that an M&E system is put in place and implemented to monitor and evaluate the implementation of SGR project activities and result.

Analyzing data (both qualitative and quantitative) to identify significant trends requiring corrective action, assess possible causes, and help identify solutions.

Supervise consultancy firm to conduct various surveys for data collection in the middle and at the end of the project.

Compile monthly, quarterly and annual project progress reports from entire departments.

Confirm maintenance of independence, accuracy, relevance, integrity, timeliness and professional standard of data collected through M&E system across the SGR project.

Lead surveys/information collection for impact assessment of project activities which include preparing and compiling technical M&E report for the project stakeholders.

Collect all feedback and incorporate the necessary, relevant and required comments into report.

He/she will report to the SGR project director.

Perform any other official task assigned by the SGR project director.

Job Requirement:

The M&E Specialist must have the following basic qualification and working experience:

Master Degree in Social Science, Economics or any other relevant field.

At least 5 years of experience in M&E field.

Knowledge of World Bank project M&E requirements and systems will be an advantage.

Proficiency in basic computer programs (including word processing, database, spreadsheet applications and statistical software e.g. SPSS and STATA etc.).

Proven work experience as M&E or similar role.

Familiarity with project management approaches, tools and phases of the project lifecycle.

Strong analytic and decision making abilities

Must be a team player and able to work with and through others

Ability to take direction and to focus on and follow through on priority activities and assignments.

Able to work effectively at all levels in an organization.

Excellent interpersonal skills.

Excellent verbal and written communication skills.

Ability to work under pressure and work extra hours when required.
