Under the guidance of the ASDP Project Director, the manager will coordinate teacher training programs and provide technical support for reforms in teacher professional development. to conduct a system-wide mandatory teacher assessment to evaluate the competencies of the all TVET teachers, and subsequently facilitate teachers’ technical capacity building through a combination of in-country training as well as international training. In addition the specialist will support DMTVET in system level reforms in developing teacher professional career development pathways that incentivize teachers to improve their competencies and keep up with the changing technology in their relevant sector.
Duties & Responsibilities:
A. Support the Assessment of Teacher Competencies
Champion in-serve teacher training and reforms in TVET teachers’ professional development in DMTVET, liaising closely with GIZ and World Bank for technical expertise in developing assessment standards, instruments, procedures and reporting documents;
Support DMTVET in disseminating the reform agenda to technical teachers across the country, outlining implications for teachers, assessment, follow on trainings, career progression and other related information;
Provide coordination and technical support in collaboration with TTTI for timely implementation of sector wide assessment of technical teachers in DMTVET, ensuring transparency and quality of the assessment for credibility of the process
Present the outcomes and progress update of the sector wide assessment of technical teachers to relevant stakeholders, including the Human Capital Council
Extend support to DMTVET in developing training policies and procedures, outlining incentives and sanction mechanisms for teachings. Support the integration of these regulations in mainstream teacher policy of DMTVET.
B. Support Training of Technical Teachers
Develop and coordinate the action plan of teachers trainings (both in country and abroad) following the assessment;
Support DMTVET in establishing partnerships with teacher training institutions in India and other regional countries,
In close collaboration with TTTI senior and technical staff organize the pre-departure training/orientation to teachers eligible for international training; Supervise the Rapid English language training to teachers going abroad in close coordination with TTTI;
Support DMTVET in creating a conducive environment for teachers and facilitating their commitment to provide teachers the right incentives and compensation as qualified teachers in the system, including compliance mechanisms to ensure trained teachers serve three years after returning from training abroad;
In close collaboration with the Technical Teacher Training Institute (TTTI) and a network of designated “Lead Institutes” support delivery of the in-service training in Afghanistan;
Assist in identifying and deploying high-performing technical teachers from the system to serve as ‘master trainers’ in TTTI and Lead Institutes both for pedagogical and practical training in identified priority trades;
Develop as per government and World Bank remuneration for civil servant a compensation package for the master trainers;
Timely and frequently report to Steering Committee of Human Capital Council
Master degree in business administration, education, law or relevant field from a recognized education institute.
At least six years of progressively responsible experience is required. Working within the TVET sector or relevant fields is preferred;
Fluency in English (speaking and reporting) and Dari/Pashto languages are must;
Demonstrated ability to work with, motivate and train Government staff; and commitment to perform any other related tasks as may be assigned by a supervisors and other authorities;
Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team;
Excellent proven interpersonal communication skills, negotiation skills and project management skills;
Ability to actively seek and improve services, offer new and different options/initiatives to solve problems/meet client needs, promote and persuade others to consider new ideas
5. Duration of the Assignment:
The assignment will be initially for 12 months, subject to satisfactory performance at the end of the first 3-months probationary period. After 12 months, subject to a complete performance review, availability of funding; an extension to the contract will be considered.
6. Duty Station:
The duty station of this position will be ASDP Office/Deputy Ministry for TVET, Ministry of Education/ Kabul, Afghanistan.
