The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:


Day to day management of the Physical Rehabilitation Centre/ Orthopaedic Centre

Coordinate and lead the weekly and monthly staff meeting.

Ensure the technical team keep statistical information on patients, collate and, write narrative report about the provision of prosthetics, orthotics and physiotherapy services as required by Project Head Office.

Duties & Responsibilities:

Day to day management of the Physical Rehabilitation Centre/ Orthopaedic Centre

Coordinate and lead the weekly and monthly staff meeting.

Ensure the technical team keep statistical information on patients, collate and, write narrative report about the provision of prosthetics, orthotics and physiotherapy services as required by Project Head Office.

Develop annual work plan for the physical rehabilitation centre/ Khost Orthopaedic Centre in collaboration with Provincial Public Health Directorate and Provincial Directorate of Labour Social Affairs, Martyred and Disable, Disable People Councils and physical rehabilitation team of Khost Orthopaedic Center.

Ensure the quality aspects of the prosthetics, orthotics and physiotherapy activities.

Ensure the all the centre activities are according to the plan and mandate of the Physical Rehabilitation Centre/ Orthopaedic Centre.

Facilitate on job appropriate training for the staff of Orthopaedic Center.

Overall supervise all staff and providing training plans for the staff based on results of the evaluation.

Oversee, monitor and guide the implementation of daily production activities of orthopaedic devices (Prosthetics and Orthotics), mobility aids according to the professional Prosthetics, Orthotics and Physiotherapy standards.

Ensure documentation of patient assessment and treatment by Physiotherapists, Technical Orthopaedist.

Ensure the patient records keeping procedures are considered in all section of the Physical Rehabilitation Centre/ Orthopaedic Centre.

Produced monthly, quarterly and annual statistics and narrative report of the Physical Rehabilitation Centre/ Orthopaedic Centre.

Request required operational budget for the Physical Rehabilitation Centre/ Orthopaedic Centre.

Submit weekly and monthly and annual stock consumption report of Prosthetics, Orthotics and Physiotherapy.

Conducting half-yearly inventory and report to the project head office

Supervise the clinics arrangement and cleaning

Any other duties assign by his/ her line manager

Job Requirement:

Qualifications & Requirement:

Bachelor degree from a recognized medical university/ Prosthetics and Orthotics, Physiotherapy.

At least 2 years of work experience at the management in organization.

Skill on proposal writing

Good Oral and written knowledge of English language and national languages

Knowing the MS office programs of computer and emailing

Other skills:

Extremely flexibility in working under pressure and hard situation
