Job Summary:

The Eastern Region requires an individual to analyze and evaluate grants as well as implement grant payments as project milestones are reached. Market Information is also a critical element to the project, particularly in establishing market linkages for SME’s. The Market Info/Grants Manager will fill both of these broad and essential roles.

Duties & Responsibilities:

•A lead role in establishing an information mechanism which would be useful to and shared by entrepreneurs, investors, donors and other stakeholders.
•Develop a framework to collect, collate and disseminate market information to SMEs in the identified sectors.
•Creating a market information network in the identified SME sector in Nangarhar.
•Document the existing linkages between firms and identify ways in which Afghan SMEs can establish stronger business linkages in the local market and abroad.
•Conduct market studies in various sectors and sub sectors under ASMED activities and disseminate the findings among the stakeholder groups and will also identifying local business partners to carry out such study.
•Work with other components and local consultants/firms to develop a network by which Afghan SMEs get access to large array business information.
•Work with partner BSPs in development and improvement of their program.
•Help develop innovative ways of strengthening linkages among SMEs, and work with business association/business service providers to develop a market information network and deliver technical assistances in developing new market
•Being responsible for implementing elements of the Grants compound of USAID/ASMED activities
•Creating Grants Recipients in the 7 eastern provinces
•Develop innovative ways of strengthening linkages among SMEs, and work with business association/business service providers to develop Grant to SMEs and assist target SMEs in developing new market
•Dissemination of high quality data and information to guide training activities and other sources of information required to prepare reports for granting
•Grantee identification, vetting, studies and assessments
•Environmental study reports for grants
•Analyze and evaluation of grants applications and proposals
•Review procurement of grants request
•Prepare score sheet, pre-award responsibility checklist, proposal competition record, close out and grant negotiation memo etc.
•Process grants payments
•Coordinate International procurement
•Regularly update ASMED TAMIS database
•Monitoring of grants projects

Job Requirement:

•University Degree in business administration, economics or agriculture
•Past experience in Grants Management and MI
•Familiarity with USAID policies/procedures
•Fluency in written and spoken English
•Computer proficiency
•Good teamwork skills including excellent interpersonal and communication skills
•Good knowledge and experience in documentation and report writing
