Job Summary:

to provide technical assistance on implementation of MPNDSR program


Objectives of the Programme and the immediate Strategic Objective (Overview of the programme):


- Support the National Manager, Maternal and Neonatal Health, to coordinate the maternal, perinatal and neonatal deaths reviews in the country


Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):


-The incumbent will be located in MOPH, the MNPDR Technical Advisor will lead planning, implementation, coordination, monitoring and reporting on the maternal, perinatal and neonatal deaths review process at MoPH. The post holder will also work towards strengthening institutional and technical capacities of MPNDSR programme on national and subnational level. In addition, the position holder will support to assess the magnitude of the problem, social determinants, relevant policy and social environment that provide essential inputs in designing the strategies on maternal and newborn care services in order to contribute eliminating preventable maternal and perinatal deaths in the country.

Proven ability to plan, organize, lead and facilitate technical meetings, training and workshops;

A good understanding of the MoPH structure and programmes required;

Good knowledge of Afghanistan Health System, including health information system and it’s functioning (i.e. surveillance; SEHATMANDI programme; service provider NGO performance management) 

Duties & Responsibilities:

The incumbent will perform the following duties in Ministry of Public Health (MoPH) with Directorate of RMNCAH, with mandatory travel to provinces based on RMNCH monitoring and supervision plan:


A.      Planning and Coordination Functions

 

1.     Support the National Manager, Maternal and Neonatal Health, to coordinate the maternal, perinatal and neonatal deaths reviews in the country.


2.     Be responsible for:

a.   Development of annual and quarterly work-plans and collaboration with MoPH concerned directorates and development partners for MNPDRs;

b.   Organizing monthly, quarterly and annual MPNDSR at national level as appropriate;

c.   Follow up on the implementation of review recommendations of MPDRs at all levels;

d.   Timely analysis of MPNDSR data and generation of quarterly and annual reports and its dissemination;

3.      Facilitate national level advocacy on the recommendations and the follow up of MPNDSR;

4.     Close collaboration with MoPH, and other Development Partners at national and sub-national level on the issues related to MPNDSR;

5.     Support the national coordination mechanism of MPNDSR by:

·      Establishing national, provincial and facility level MPNDSR Working Groups;

·      Coordinating between concerned departments of MOPH (DG of Curative Medicine, GD EHIS            

     and the RMNCAH Director) on implementations of MPNDSR and its recommendations;

·      Improve quality of maternal perinatal and neonatal deaths reviews and timely utilization of its data

 


B.       Technical Support Functions

 

·        Support the RMNCAH Directorate in advocating the policy makers on situation and follow-up of its recommendations on MPNDSR s.

·        Ensure distribution of national guidelines, protocols, training packages and IEC/BCC materials related to maternal perinatal and neonatal deaths.

·        Facilitate the maximum utilization of the technical partners’ comparative advantage in implementing the national MPNDSR programme.

·        Support the capacity building of relevant staff on MPNDSR at national and sub-national level.

·        Special focus on implementation of the national MPNDSR guideline at EPHS/BPHS health facilities in the provinces with high maternal, perinatal and neonatal deaths.

·        Facilitate to establish and gradual expansion of the community/ verbal autopsy mechanism

·        Provide on-going support in the scale up of MPNDSR s with special focus to the provinces with high deprivation index.

·        Provide technical support to any additional task related to MPNDSR and assigned by Director RMNCAH/MoPH.


C.      Research, Monitoring & Evaluation Functions

 

·        Regular monitoring the implementation of MPNDSR at the facility and community level.

·        Documentation and sharing of best practices, programme innovations.

·        Identify and support the conduct of research on MPNDSR related assessments, mappings, other as appropriate.

·        Annual publication of health bulletin on MPNDSR

MEANS OF VARIFICATION

1.      Organize bi-monthly MPNDSR National committee meetings and prepare meeting minutes on timely manner

·     Availability of approved six bi-monthly meeting minutes in a calendar year

2.      Attend the MPNDSR Committee meetings organized at all national maternity hospitals and share its reports regularly to the MNH/MoPH Manager and the RMNCAH Director on timely manner.

·     Availability of approved minutes of the meetings

3.      Document follow up of the implementation of review recommendations of MPNDSR s at all levels and report to the MNH Manager, the RMNCAH Director, the MNH TWG meetings and RMCNAH Coordination meetings

·     Availability of approved follow up reports of the recommendations by the RMNCAH Director

4.      Regular monitoring of the implementation of MPNDSR at facility and community levels, share the report and follow up its recommendations.

·     Availability of monitoring visit report from the national, regional and provincial hospitals (at least one provincial and one national hospital visits per months)

5.      Prepare annual, Quarterly and monthly activity plan in close coordination with WHO and MoPH concerned programme staff

·     Annual, quarterly and monthly plan available and approved by WHO and MoPH

6.      Deliver monthly activity report and timesheet regularly to WHO signed by RMNCAH Director

·     Availability of approved monthly activity report signed by the RMNCAH Director

7.      Provide feedback to the quarterly report of the PRH Officer regularly and share its summary to the RMNCAH Director

·     Availability of feedback form to at least two PRHOs on quarterly basis

8.      Timely analysis of MPNDSR data and generation of quarterly and annual reports and its dissemination.

·     Deliver presentation on MPNDSR collected data at least 3 times a year in the RMNCAH Coordination Committee meeting

9.      Documentation & sharing of best practices, programme innovations, etc.

·     Annual publication of health bulletin on MPNDSR

10.  Organize one batch of ToT course on MPNDSR as per developed guideline for at least 15 trainers

·     Availability of the ToT training course report

11.  Organize at least four batches of training workshops on MPNDSR developed guideline for the health facility staff

·     Availability of the four workshops’ reports 


·        Educations: Medical doctor, Gyn/Obs specialist


I.           Essential

Academic Requirements: Medical doctor, Gyn/Obs specialist;

Desirable: having Master’s degree in Public Health is a preference.


Experience:

·        Essential:  At least five years’ progressive professional experiences in maternal and newborn health programme, in the public or private sector. MPNDSR technical competence and good knowledge of national MPNDSR programme is a preference;

 

Desirable: Relevant experience in the UN system


Languages: Fluency in oral and written Dari and Pashto and English language.


IT Skills:

- Proficiency in current office software applications.
