PURPOSE OF POSITION
World Vision Afghanistan requires Midwifery Extension Officer (MEO) to provide leadership and reproductive health skills and to midwives providing services at Herat Maternity Hospital (HMH) in western Afghanistan
The (MEO) will be working under WVA midwifery education project (MWEP) based in WVA office. Her roles include coordination of the activities through collaboration with the HMH senior management staff including the chief of maternity to acknowledge that the chief of maternity is the overall in-charge of the HMH.
As the co-supervisor of midwives MEO will work closely with HMH Unit Heads to improve the quality of reproductive health services rendered to mothers and babies in all the maternity hospital. She will be responsible for the designing, planning and facilitating the implementation of HMH activities and assume the role of leadership management supervising all the midwives and other staff in the HMH.
DUTIES AND RESPONSIBILITES
• In collaboration with HMH management, she will facilitate the designing, planning and implementation of the HMH activities.
• Assume leadership role in the HMH through supervision of the midwives allocated to the units.
• Facilitate allocation of duties according to duty rosta on monthly basis.
• In collaboration with WVAMWEP, Identify midwives’ needs for refresher trainings
• Document the plans and all the implemented activities and compile report for submission to WVA MWEP office.
• Where appropriate provide technical assistance to the midwifery training program in Herat, in close coordination with the IHS and WVA MWEP Manager.
• Document and compile program reports (monthly, quarterly, semi annual and annual) and submit to WVA management team.
• Maintain immediate ties with maternity staff, MoPH, IHS and other RH Programs.
• Act as a role model to midwifery staff, students and other personnel
• Work with existing EPHS and BPHS implementer NGOs to increase the awareness of the rural population in regards the importance of NBC.
• Provide support to the midwifery staff by ensuring the performance is in accordance with the PQI and SBM tools.
• Encourage and advise clinical teams and midwifery students to render quality care to clients/patients, families and the communities.
KNOWLEDGE, SKILLS AND ABILITIES
The incumbent should be/have the following:
• Certified midwife with Diploma background from a nationally recognized school of midwifery with at least five years of experience.
• Knowledgeable about reproductive health issues with emphasis on BEOC and NBC leadership and management skills to plan, organize and facilitate the implementation of maternal and child health care in a maternity settings
• Knowledgeable about midwifery practice with extensive knowledge of the basic obstetric care and newborn care.
• Confident in exercising prudent professional response in case of life threatening situations arising from obstetrical situations.
• Knowledge of the most current issues in the areas of reproductive health and midwifery.
• Ability to collaborate with multiple personnel in a hospital setting and various maternity units.
Critical Knowledge, Skills and Abilities:
 Oral and written English strongly needed
 Strong organizational, management skills and a good team player
 Strong capacity building and facilitation skills.
 Knowledge of MS Office, and statistical programs
 Ability to work with international staff and in a cross-cultural environment.
