Job Summary

The Mine Risk Education Project Manager, under the supervision and guidance of the Mine Risk Education Senior Projects Manager contributes to coordination, planning, implementation and monitoring of the Mine Risk Education component of the Mine Action Program for Afghanistan (MAPA) for MACCA and the Government of Afghanistan.

Duties & Responsibilities

• Oversee and assist with the coordination of mine risk education projects implemented by MACCA.
• Provide assistance and oversight for the implementation of the MAPA Mine Risk Education activities in Afghanistan as required
• Ensure MRE implementing agencies are trained and comply with national and international mine risk education standards and other guiding documents. Coordinate training programs for relevant MACCA, MAPA, MoE, and other government partners.
• Contribute and coordinate development of comprehensive systems for mine action information, MRE activity and other mine risk education data collection systems. Ensure data collection mechanisms are maintained and strengthened. Oversight of data reporting procedures and implementation to include victim data and MRE activity reporting.
• In collaboration with relevant MRE implementing agencies and MoE, coordinate and liaise with appropriate national Afghan authorities, such as education and health sectors, to ensure continued integration of mine risk education into those systems.
• Provide technical assistance and monitoring of activities for the improvement of mine awareness in affected communities and periodically review current methodologies for effectiveness.
• Provide assistance to the QMIT section to ensure the integration of MRE QA activities into the operations of the quality management program.
• Provide oversight for KAPB survey activities.
• Ensure the centralized development and design of effective and relevant mine awareness materials addressing different needs of the program. Coordinate the production and distribution of MRE materials as required.
• Assist with the transitional planning for the handover of MRE activities to Afghanistan Government when applicable.
• Monitor and ensure that MRE resources and adequately and efficiently tasked through the Area Mine Action Centers targeting the most mine-affected communities, as per MACCA LIS strategic priorities and assist with management and facilitation financial resources, supplies, partner activities and contract agreements.
• Ensure the implementation and expansion of the Landmine Safety Program to national and international aid workers and relevant interested parties.

Reporting and Other Duties

• Provide monthly reporting on MRE activities as required by MACCA
• Assist the Senior MRE Projects Manager with gender mainstreaming initiatives as developed.
• Facilitate the Mine Risk Education Technical Working Group, meetings and workshops and provide follow up as needed.
• Assist with donor proposals, reporting and liaison as required.

Job Requirements

• Master’s Degree required Professional License with 1 year experience; Or Bachelor’s Degree with 2 years of relevant work experience.
• 5 years of progressive experience at national levels in programming planning, implementation, monitoring and evaluation preferably in Mine Risk Education programs.
• Well-developed analytical capacity and experience in project monitoring and evaluation and its techniques.
• Good understanding of participatory training methodologies and excellent skills as a trainer.
• Fluency in English, Pashto, and Dari languages
• Ability to work in an international and multi-cultural environment and good judgment, initiative and high sense of responsibility is a must.
• Knowledge of Computer Management and applications
• Experience with training and workshop coordination and facilitation
• Excellent communications skills.
• Able to work independently and excellent interpersonal skills with the ability to engage and motive a wide range of people
