About Ministry of Finance:
The Government of the Islamic Republic of Afghanistan (GoIRA) has received
financing from the World Bank towards cost of the FISCAL PERFORMANCE IMPROVEMENT SUPPORT PROJECT (FSP) and intends to apply part of the proceeds for consulting services. The services include Institutional development, through technical support, capacity building, and guidance to Internal Audit Department of Ministry of Finance (MOF) and other Line Ministries.
Hence Ministry of Finance now hires eligible individual consultant having relevant experience in the related areas. Interested individual consultant must provide information indicating that he/she is qualified to perform the services.
Internal Audit Department (IAD) is an independent, objective assurance and consulting activity designed to add value and improve Ministry of Finance (MoF) operations. It helps the ministry to accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. To discharge its roles effectively, the department has set its mission, vision and objectives.
In addition to MoF departments and offices, the IAD is also empowered to carry out internal audit of donor funded projects executed by the government agencies. Moreover having Memorandum of Understanding signed between MoF and other line ministries in strengthening their Internal Audit functions by the IAD, MoF, therefore, to carry out internal audit of government agencies including donor funded projects and capacity development of staffs of the department, it requires the services of qualified auditors.
The MIS specialist is responsible for the performance, integrity, security, maintenance and Administration activities of Audit Management Information System and Its Database at Internal Audit Department.
The MIS specialist will also be responsible in development, maintenance and adding any new features in current Web-based Audit Management Information System for the Internal Audit Department Ministry of Finance as well as troubleshooting any issues on behalf of the users.
Requires travel to provinces:
Fluency in Dari, Pashto & English (Reading, Writing, and Speaking) is must.
· Proven inter-personal skills;
· High integrity and accountability, leadership and good team work spirit.
· Good computer operating skills (Ms. Office & internet)
Duties & Responsibilities:
o Installation, configuration, troubleshooting, and maintenance of Database and Application systems.
o Performance, Capacity Monitoring and day-to-day database Administration and MIS Maintenance Activities.
o Ensure that confidential information is stored securely and provide with a back-up system, Backup and recovery of local and remote replicated databases.
o Provide enterprise-wide support for database storage and backup administration.
o Establish appropriate end-user database access control levels.
o Make any minor changes to existing databases and system architecture.
o Adding Additional features to the current System based on the organizational needs.
o Workflow and reporting design in application.
o Creation and management of user accounts for Audit Application end-users.
o Conducting training; providing information and awareness; resolving problems of End Users.
o Monitor MIS performance regularly to avoid unplanned outages and down times.
o Proper Management of Test Environment for Verification Purposes.
o Responsible for creating and managing various database users.
o Roles management in Audit Management System.
o Any Other Task Assigned by Project Director/DG IAD.
Job Location:Afghanistan, Kabul
o Minimum Bachelor’s degree in Computer Science/Information Systems or similar
o Having at least Master’s degree or its equivalent degree with 5 years of working experience or having bachelor’s degree with 7 years of relevant work experience in the field of Database Development/ Software Development and Programming.
o Having Technical Certification of MS SQL Server or Oracle Certified (OCP)
o Microsoft Certified Solutions Developer (MCSD) Web Application is preferable
o Proven and practical knowledge of working with Database Development and Maintenance (MS SQL, Oracle)
o Experience in Internal Audit is preferable.
o Proficiency in written and spoken of Pashto, Dari and English languages.
o Ability to train end users in Pashto, Dari and English Languages.
