Job Summary

USAID’s Afghanistan Small and Medium Enterprise Development (ASMED) project seeks a Monitoring and Evaluation (M and E) Coordinator – Grants for its Kabul office. The primary goal of the ASMED program is to eliminate non-governmental barriers to running and establishing a business in Afghanistan. It will do this by helping to rebuild the production capacity that has suffered over the last three decades by restoring and creating linkages to markets and building institutions and services required for the private sector to grow. This is a five-year, on-going project, which began November 2006.

Duties & Responsibilities

•In coordination with the Grants Department, develop measurable direct objectives, impact objectives and indicators in the activity development stage of ASMED’s grants process
•Travel extensively to the field in secure parts of Afghanistan to conduct site visits, interview, surveys, and focus group discussions with partners and beneficiaries to evaluate ASMED’s grant-making activities at the end of the project and the post-exit phase, as needed
•Conduct spot checks of grants and other related activities
•Conduct scheduled performance reviews and respond to ad hoc information requests as needed for project reviews, final evaluations, and post-exit review.
•Provide regular updates for staff on the M and E process and, in collaboration with the senior Compliance and Grants Manager, make appropriate entries in TAMIS database
•Undertake regular supervision of the grant projects to understand the scope of work and scale of project activities, the interest and capacities of the project implementation partners and the relative achievement of project activities
•Work with ASMED M and E staff to build their capacity in evaluations of grants
•Prepare reports of M and E activities
•Other duties as assigned by the Compliance and Grants Manager and M and E Manager

Job Requirements

• University degree in relevant field
•Past experience in grants or project implementation required
•M and E experience especially in survey, evaluations, focus group, key informant interviews and project evaluation required
•Must be self-driven requiring minimal supervision.
•Excellent English language skills (both written and spoken)
•Preferably Dari and Pashto fluency
•Highly organized
•Computer literate with Microsoft Office
•Experience collecting and analyzing data
•Ability to work with others and share information
