About Afghanistan`s Peace and Reintegration Programme :
UNDP Afghanistan is supporting the Government of Afghanistan to implement the Afghanistan Peace and Reintegration Programme. This programme is supported by the international community and the United Nations to bring long term security and stability to Afghanistan. To implement this programme, a Peace and Reintegration (P&R) Trust Fund will be established to support various reintegration efforts, including training programmes, development activities and technical support.
The key results have an impact on the overall effectiveness and success of APRPâ€™s activities in achieving its objectives and in the light of the reports and recommendations made, more informed decisions by the management can be made. Efficient management of the M and E processes enhances the organization's capacity and credibility in implementation of effective programme with strong impact.
Duties & Responsibilities:

â€¢ Implementation of evaluation policies and strategies
â€¢ Capacity Development
1. Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:
â€¢ Support the development of M and E tools, frameworks and procedures needed to institutionalize the peace and reintegration process
â€¢ Assist in the design of practical tools and methodologies to assemble data required on a recurrent basis to track program performance
â€¢ Draft formats, questionnaires, and other data collection tools that will be used for reporting data conduct audits of the monitoring data and ensure accuracy of information on reporting requirements
â€¢ Promotion of evaluation standards, quality assurance/control and capacity development in the line ministries and government staff
â€¢ Manage other monitoring and evaluation-related events, products, and technical assistance needs, as requested by the related supervisor
â€¢ Update and maintain routine back-up of all data related to planning, implementation and monitoring activities, as well as reference files. This also includes latest back ups of database data and system files.
â€¢ Maintain data collection and tracking systems
â€¢ Developing M and E system, M and E Plan, M and E Guidelines and follow up on implementation
â€¢ Provision of evaluation feedback into policy/project/programme design, including comments on various documents.
â€¢ Undertake regular monitoring visits to the project locations to monitor and collect relevant data related to project activities
â€¢ Coordinate monitoring of activities by partners as well as in providing up-to-date information on the status of projectsâ€™ implementation
â€¢ Manage and coordinate process of data collection and maintaining data management system
â€¢ Data collection, organizing, analyzing, reviewing for quality and consistency, verifying and entry into the database
â€¢ Maintain contacts with partners to ensure timely and regular flow of information and data
â€¢ Write compliance reports while ensuring others meet their reporting obligations and timelines
â€¢ Track compliance and achievements towards benchmarks and provide ongoing assessment to project managers and feedback to project partners
â€¢ Manage communications with partners and oversee all reporting obligations in connection with M and E
â€¢ Assist with the preparation of reports on progress on results indicators and assist staff in preparation of other program reports, as needed
3. Capacity Development:
â€¢ Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on formulation of lessons learned from evaluations and studies to be integrated into broader knowledge management efforts, and result-oriented monitoring and evaluation training efforts to the line ministries staff and implementing partners
â€¢ Undertake regular monitoring visits to ministries and project sites to make sure that the program is implemented as per the plan and acceptable standards
â€¢ Help build capacity of the national staff in all areas related to the management, reporting and monitoring through on-the-job training and regular briefings
â€¢ Lead in the development of selected monitoring knowledge products, including the development of a monitoring guide and of a training package on evidence-based programming, monitoring and evaluation
â€¢ Support trainings to ensure project-wide participation in all M and E effort and highly effective application of processes

Master's degree with two years experience preferred or Bachelors degree with four years of experience in International Relations, Political Science, Economics or related social sciences.
Relevant experience at the national and international level in international development issues, both in the field and CO. Experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
An excellent command of the English language is essential.
Fluent in local languages.
