Through the Local Governance and Community Development Project (LGCD), USAID will assist the Government of Afghanistan and Provincial governments to extend their geographic reach. LGCD and local governments will implement small and medium-scale projects in currently underserved provinces and districts, help the villages and tribes of those areas resolve conflicts through the collaborative implementation of community-based development projects, and build the capacity of provincial and district governments to deliver services in a pragmatic and collaborative manner. LGCD is a project of USAID/Afghanistan in collaboration with Provincial Reconstruction Teams (PRTs). The LGCD regional focus is implemented by Development Alternatives, Inc.
General Objective: The M and E Officer will work with the M and E/Reporting Manager to ensure that subproject portfolios accurately reflect the goals, objectives and activities outlined in the LGCD Life of Project Work Plan and Performance Monitoring Plan. He/she may be required to travel to underserved and unstable regions as well as work with Provincial Reconstruction Teams and military forces.
Duties & Responsibilities:
â€¢ The M and E Officer will perform the following functions, but not limited to:
â€¢ Oversee the impact of LGCD subprojects on communities and local governance.
â€¢ Adhere to the M and E Guidelines as outlined in the Performance Management Plan.
â€¢ Work with the M and E/Reporting Manager to design bi-monthly site visit schedules coordinated with subcontract, procurement or grant deliverables.
â€¢ Undertake field site visits for all projects as outlined in the bi-monthly site visit schedule.
â€¢ Generate comprehensive narrative reports after each site visit, including sections on recommendations for the improvement and analysis of programmatic progress.
â€¢ Collect GPS information for all project sites and report information to database officer.
â€¢ Collect photos of all project sites for use regularly scheduled reports.
â€¢ Liaise with technical teams regarding site visit findings and follow-up to ensure that negative findings have been addressed or corrected.
â€¢ Monitor community contributions to each project.
â€¢ Monitor project implementation to ensure DAI/LGCD is responding to the peopleâ€™s needs and the project is achieving the desired goals and objectives.
â€¢ Liaise among communities, local government, DAI/LGCD staff and other stakeholders regarding project activities, progress and overall status.
â€¢ Act as point of contact for provincial office, route messages and information to appropriate individuals, and pay particular attention to channeling communications to other project offices.
â€¢ Prepare reports on progress of results indicators and assists with program evaluation as needed.
â€¢ A bachelorâ€™s degree in social science or other related field.
â€¢ Minimum of four years work experience with the implementation of development projects, and at least two years working with M and E.
â€¢ Excellent oral and written English as well as Pashto or Dari, as appropriate.
PROFICIENCY WITH MS OFFICE and LOTUS NOTES A PLUS. EXTENSIVE KNOWLEDGE OF EXCEL A MUST.
