With direction from the Director of Capacity Building and Civic Outreach, and in coordination with I-PACS Monitoring and Evaluation Coordinator, the Monitoring and Evaluation Officer will be responsible for implementing and reporting on all monitoring and evaluation activities related Welfare Association for Development of Afghanistan (WADAN) to Multimedia Production Centers (MMPCs).
o Develop and maintain effective program monitoring and evaluation (M and E) system for WADAN and all MMPCs, ensuring all data required by prime grantee and USAID is captured;
o Ensure all AMDEP M and E systems and procedures are well-integrated with donor reporting systems and procedures;
o Provide assistance and support to WADAN and the MMPCs throughout Afghanistan in building their capacities to design and implement effective M and E reporting systems;
o As necessary, train local partner organizations in M and E procedures;
o Conduct program monitoring visits throughout the life of program as needed;
o Analyze information collected by M and E systems, prepare qualitative and quantitative reports, make recommendations for improvements in developed systems wherever necessary
o Create mechanisms to promote best practices and success stories for WADAN and across MMPCs;
o Provide technical knowledge about M and E approaches, tools and methodologies to both HQ and Afghanistan program staff;
o Other duties and responsibilities as assigned.
• Minimum of five years experience with development programs working with M and E;
• Minimum of three years experience working on similar assignments with an international organization;
• A University Degree preferablyin International Development, Political Science, Public Policy or a similar field;
• Work experience with development programs working in media, civil society, civic outreach, and capacity building activities.
• Technical expertise in the areas of data analysis, M and E systems design, implementation and management;
• Demonstrated proficiency in English language, both written and spoken, in addition to two main local languages, Dari and Pashto;
• Advanced computer skills;
• Ability to work both independently and as an effective team member;
• Ability to work under pressure;
• Ability to take initiative and think creatively;
• Be able to supervise other team members;
• Excellent communication and organizational skills;
• Excellent cross-cultural skills, ability to work in a diverse, multi-cultural environment, with respect, professionalism and gender sensitivity.
