Welthungerhilfe it is one of Germany's biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.
a) Program Monitoring and Evaluation
â€¢ Appropriately select and apply M and E tools to the various projects across WHH Afghanistan;
â€¢ Act as the focal point for utilizing survey tools and other data collection forms to realize the effective use of individual project monitoring plans;
â€¢ Assist projects with the design and implementation of baseline surveys and monitoring and evaluation exercises;
â€¢ Engage key stakeholders in the process of monitoring and evaluation to encourage local ownership;
â€¢ Perform quantitative and qualitative analysis on data, including statistical analysis when necessary;
â€¢ Provide training to field staff on data management, data analysis, basic surveying and sampling techniques, monitoring and evaluation methods, and report writing;
â€¢ Track and maintain M and E schedules for all projects and work with field staff to facilitate implementation.
Duties & Responsibilities:
Undertake further development and refinement of M and E methodologies, frameworks, tool-kits, templates, and other assets/collaterals;
â€¢ Design templates for conducting baseline, operational, KAP surveys, and needs assessments to support project design, proposal development and donor reporting;
â€¢ Provide M and E best practice guidelines to improve program delivery and respond to donor needs;
â€¢ Develop capacity to aggregate, streamline, and disseminate program monitoring findings and survey/evaluation results to key stakeholders;
â€¢ Maintain M and E knowledgebase on Welthungerhilfe Afghanistanâ€™s collaborative file server;
â€¢ Utilize appropriate methodologies to design M and E plans which are tailored and relevant to each project;
â€¢ Undertake statistical analysis to measure significant differences in impact and effect sizes;
â€¢ Assist project M and E teams in carrying out regular field visits;
â€¢ Provide inputs to database officer to develop relevant datasets, databases, and information management tools for consolidation and analysis of survey and assessment data collected;
â€¢ Conduct analysis on completed surveys and assessments to assist in the preparation of reports for both internal and external reporting;
â€¢ Conduct training on M and E to relevant project team members;
â€¢ Support donor reporting and contribute to program and project quality assurance practices and management.
a) Information Management
â€¢ Act as the focal point for all M and E data to better manage program and operational inputs and outputs;
â€¢ Maintain a systematic information management process (standardized file naming and reporting templates, for example) in an effort to increase the organizationâ€™s access to information;
â€¢ Work with all departments to streamline project and program databases;
â€¢ Ensure that monitoring and evaluation reports include information and analysis that is practicably useful for both fundraising and project trouble-shooting.
â€¢ Astute critical thinking, analytic, and logical reasoning skills;
â€¢ Previous experience in the Monitoring and Evaluation field, should include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis, database management;
â€¢ Familiarity with statistical analysis tools and DBMS (database management systems);
â€¢ Ability to travel and work in difficult conditions;
â€¢ Excellent spoken and written English;
â€¢ Strong computer literacy, particularly in Excel, Access and MySQL;
â€¢ Proven ability to work creatively and independently in the field and in the office.
