Job Summary

In order to maximize the integration of the M and E processes and information from both PIUs, the NCU seeks to recruit an M and E officer who will kick start and lead implementation while ensuring the sustainability of the improved M and E System. The M and E officer will respond to the National Coordinator/Deputy National Coordinator or program manager.

The M and E officer will play a key role in the coordination and implementation of the M and E System at the PIUs level and will ensure that the M and E processes of both PIUs are aligned with the NRAP and NERAP management information requirements. The M and E officer will also act as the main focal point to the MIS department to communicate further MIS requirements to support the M and E system

Duties & Responsibilities

Specific Duties:

The objectives of the consultacy service are:
(i) To test run the M and E system developed for the program and rectify any shortcomings;
(ii) To lead the implementation of the M and E system across the two PIUs and provide on the job training for the relevant staff,

Ensuring M and E System sustainability:

- Ensure PIUs M and E processes integration
o Timely collection of sub-project information from both PIUs;
o Ensure the use of approved collecting tools in both PIUs;
o Ensure the use of approved program standards and customized reporting formats;
o Ensure that all the process standards are followed and improved when needed;
o Oversee the automation of data collection, entry and processing as called for in the improved system.

Information management:

o Ensure the quality and currency of information as defined in the M and E SOP;
o Ensure that the standard of information continuously meet the NCU, the PIUs and the stake holders expectations;
o Ensure the required outputs and outcomes and their indicators are generated at the appropriate levels and ensure management and users receive such information timely,
o Ensure the consistency of the information across different reports,;

Capacity building:

o Identify with the management of both PIUs the training needs of the staff;
o Provide on the job training for the improved M and E system;
o Identify with the management of both PIUs the resources needs for the M and E system

ï‚§ Financial resources
ï‚§ Materials (computers, software, else)
o Define the IT infrastructure needs in collaboration with the MIS infrastructure needs that is being developed, advise the relevant units during the acquisition and installation of the infrastructure,

Management functions:

o Ensure a strong team building in the NRAP across the PIUs M and E staff and building ONE M and E team;
o Lead the M and E staff towards continuous improvement practices;
o Coordinate with the head of PIUs and the M and E staff of both PIUs;
o Report to the national coordinator / deputy national coordinator for the performance of the M and E system;
o during the management regular meetings, update progress in the implementation of meetings and other NRAP management meeting;
o Main focal point for M and E reporting and new requirements for the stake holders, the NCU and the PIUs management;
Any other administrative assignment is given by his/her supervisor

Job Requirements

• Minimum of university degree or equivalent in relevant fields preferably in engineering
• minimum 3 years experience in implementing and maintaining monitoring and evaluation system for large-scale programs, preferably in development programs;
• Experience in training (CB) with M and E
• Strong interpersonal skills and willing to work in team, consist of national and international
• Fluency in English, and high communication skill in one of national language (Dari or Pashto) is essential
• Computer literate, knowledge of Ms Word, Ms Excel, power point and Data Base is essential
• High ethical attitude, to be able to work in multi religious, multi ethnical, and multi linguistic environment
