Job Summary:

The main responsibility of the M/E Officer is coordinate TLO’s monitoring and evaluation of Dutch and Australian projects in Uruzgan. This will be achieved through quarterly digest of accomplishments and challenges of Dutch/Australian efforts. Furthermore, this data will be compiled in an annual report. More specifically, the M/E Officer is tasked to:

Duties & Responsibilities:

• Develop, jointly with an international M/E consultant to determine with Australian and Dutch development actors, and were deemed necessary implementing partners, viable monitoring and evaluation plans.
• Develop targeted M/E questionnaires and other relevant tools
• Work with the Uruzgan-based M/E Coordinator on the training of field surveyors, as well as supervision of data collection
• Oversee data translation and data entry
• Draft the quarterly M/E reports (jointly with the M/E consultant)
 Coordinate with donors and implementing partners as necessary on the Kabul level (Uruzgan M/E Coordinator will do this in Uruzgan)
 Review, consolidate and collate reporting from implementing partners’ regular project reporting (as made available to TLO in a systematic and timely fashion).
 Develop (with the Uruzgan M/E Coordinator) Community Consultations/Focus Groups in order to assess progress/impacts of reconstruction and development programming
 Conduct periodic trips to the field (Uruzgan) in order to coordinate work with the field based M/E coordinate and conduct triangulation interviews

Job Requirement:

o Bachelor in a social science discipline (sociology, political science, anthropology, international relations) or equal work experience required, MA desired
o Minimum of 2-3 years experience in monitoring and evaluation
o Fluent in Pashto and Dari
o Very good English is a must, fluency is desirable
o Computer Knowledge MS office package (especially MS Excel and/or other data management software)
o Able to work independently and as team member
o Strong oral and written communication skills
o Long-term interest in monitoring and evaluation
o Self motivated, dependable, non-partisan and professional
