The M and E Specialist will ensure that design, monitoring, evaluation, and reporting are taking place from a performance appraisal perspective and are being captured in documentation and reports at all stages of the program. The M and E Specialist serves three primary functions: advising on the relevance of forecasted program activities, coordinating the monitoring and evaluation efforts (every staff member is responsible for contributing to M and E), and managing the programâ€™s information, communication and outreach efforts in the provinces and districts.
Duties & Responsibilities:
â€¢ The M and E Specialist will be responsible for context analysis, providing advice to the Chief of Party, Deputy Chief of Party on all forecasted activities with regard to relevance, success likelihood, and areas of caution. S/he ensures that monitoring and relevant reporting from a performance appraisal perspective are taking place in appropriate stages of the database at each stage of project development, implementation, and close-out.
â€¢ ASOP Afghanistan is responsible for Monitoring and Evaluation of all program activities and the M and E Specialist should take the lead in ensuring that activities are monitored and evaluated. S/he will coordinate the development of an impact assessment plan, and conduct field visits and participate in rolling assessments of program activities and program objectives. To assist in this effort, the M and E Specialist will monitor and ensure the completeness, consistency, accuracy, and quality of database entries and ensure that the database complies with the activity database standards. The M and E Specialist will assist program staff with writing and editing of grants related documents and activity justifications; advise program staff on suitable database entries to ensure that the database contains up-to-date and accurate information on activity implementation progress and attainment of desired activity outputs and outcomes. The M and E Specialist will also ensure consistency in reporting against AECOM and donor agreed indicators.
â€¢ The M and E Specialist is responsible for ensuring excellent documentation of activities and achievements; assisting staff and/or drafting success stories, reports and press releases. The M and E Specialist will utilize the information in the Activity Database and information from monitoring and evaluation reports in the field to compile appropriate reporting on program status and impact, including information sheets, success stories, press releases, quarterly reports, annual reports, and ad hoc reports on how the program responds to particular issues. The M and E Specialist will ensure that all written documentation clearly outlines linkages between activities and/or program objectives.
1. University degree in public administration, public relation, or related field, with 5 years of relevant working experience. Or a Bachelor degree in the mentioned subjects with 7 years of relevant experience.
2. Have good Communication skills both written and verbal in Dari, Pashto and English languages.
3. Computer skills in MS. Office are required, knowledge of database management systems are preferable
4. Ability to meet deadlines, manage time effectively and prioritize work tasks effectively.
