Job Summary:
The M and E Officer will work with the M and E/Reporting Manager to ensure that subproject portfolios accurately reflect the goals, objectives and activities outlined in the LGCD Life of Project Work Plan and Performance Monitoring Plan. He/she may be required to travel to underserved and unstable regions as well as work with Provincial Reconstruction Teams and military forces.
Duties & Responsibilities:
• The M and E Officer will perform the following functions, but not limited to:
• Oversee the impact of LGCD subprojects on communities and local governance.
• Adhere to the M and E Guidelines as outlined in the Performance Management Plan.
• Work with the M and E/Reporting Manager to design bi-monthly site visit schedules coordinated with subcontract, procurement or grant deliverables.
• Undertake field site visits for all projects as outlined in the bi-monthly site visit schedule.
• Generate comprehensive narrative reports after each site visit, including sections on recommendations for the improvement and analysis of programmatic progress.
• Collect GPS information for all project sites and report information to database officer.
• Collect photos of all project sites for use regularly scheduled reports.
• Liaise with technical teams regarding site visit findings and follow-up to ensure that negative findings have been addressed or corrected.
• Monitor community contributions to each project.
• Monitor project implementation to ensure DAI/LGCD is responding to the people’s needs and the project is achieving the desired goals and objectives.
• Liaise among communities, local government, DAI/LGCD staff and other stakeholders regarding project activities, progress and overall status.
• Act as point of contact for provincial office, route messages and information to appropriate individuals, and pay particular attention to channeling communications to other project offices.
• Prepare reports on progress of results indicators and assists with program evaluation as needed.
Job Requirement:
• A bachelor’s degree in social science or other related field.
• Minimum of four years work experience with the implementation of development projects, and at least two years working with M and E.
• Excellent oral and written English as well as Pashto or Dari, as appropriate.
• Proficiency with MS Office and Lotus Notes a plus. Extensive knowledge of Excel a must.
