UNODC provided support to the Director General and Deputy Director General (Policy and Oversight) of the HOO to finalize the central and regional organisational structure, including staffing, of the newly established anti-corruption body. Through the R86 Project, UNODC is engaged in providing on-going support to the HOO is a range of areas including focused primarily on enforcement of anti-corruption measures, including strategy formulation, database development, information gathering, and technical advice on the implementation of the UNCAC. As part of this effort, UNODC seeks a national Anti-Corruption Specialist to contribute to this work.
Duties & Responsibilities:
Under the supervision of the UNODC International Anti-Corruption Specialist and direct guidance of the Senior Programme Advisor (Criminal Justice Capacity Building Programme) and the Director General and Deputy Director General of the HOO, the national Anti-Corruption Specialist will be responsible for:
â€¢ Help in development of preventive measures, policies, procedures and guidelines for implementation and enforcement- in order to curb opportunities for corruption in government and private sector institutions.
â€¢ Draft organizational plans and concepts note and proposals for establishment of new units and departments to maximize efficiency and effectiveness in the activities of HoO.
â€¢ Conducting need assessments in order to establish HoOâ€™s Technical/Operational needs for purposes of securing funds and financial and technical support from donors and international anti-corruption bodies.
â€¢ Help HoO technical departments in preparation of action plans and establishing measures to ensure that HoO activities are in compliance with the United Nations Convention against Corruption (UNCAC) and other anti-corruption-related international treaties that Afghanistan is bound to abide by.
â€¢ Act as the focal point for UNCAC related communications and assessments of anti-corruption measures/efforts of the Government of Afghanistan in compliance with the UNCAC.
â€¢ Help in coordinating HoO events, preparing meeting agendas, and arranging materials and logistics for conferences and other events.
â€¢ Help in development of technical ToRs and selection and recruitment of technical experts for various HoO departments and projects.
â€¢ Establish effective systems/mechanisms for collaboration and coordination of activities of various HoO departments and projects/programmes.
â€¢ Provide technical and management support to HoO leadership and relevant departments to ensure effective implementation of activities and meeting deadlines.
â€¢ Liaise between the HoO and relevant donors when necessary
â€¢ Participate in, and represent the HOO at, meetings, seminars and workshops, held at both national and regional levels, as tasked by the leadership of the HOO.
â€¢ Completing detailed and regular reports on progress of the HOOâ€™s activities and achievements, and his/her activities at the HOO.
â€¢ Carrying out other tasks as assigned
â€¢ Mastersâ€™ degree in Law, Social Science, Political Science, Public Administration, or related disciplines. Law degree preferred but not required.
â€¢ A Bachelorâ€™s Degree in related disciplines with a minimum of 7 years of relevant experience will be considered the equivalent of an advanced /Masterâ€™s degree.
â€¢ At least 5 years (with Masters degree) of professional experience in strategic development, planning and implementation of projects, preferably in the area of public administration, good governance, justice and/or anti-corruption.;
â€¢ Demonstrated knowledge and understanding of the concepts of good governance and objective, transparent and fair anti-corruption procedures, particularly as they relate to the justice sector in Afghanistan.
â€¢ The candidate must be familiar with the justice system (including the Attorney Generalâ€™s Office, Supreme Court and Ministry of Justice) and the HOO.
â€¢ Knowledge of the criminal law and experience as a legal professional is considered a strong asset, as is a working knowledge of the practices in the field.
â€¢ Managerial and organizational ability, including experience in financial management;
â€¢ Knowledge of UN policies and procedures, and possession of strong diplomatic skills;
â€¢ Initiative and sound judgment, dedication to UN principles, and a demonstrated ability to work harmoniously with persons of different nationalities and cultural backgrounds;
â€¢ Previous experience working with international NGOs, civil society or UN organizations is preferred. Priority will be given to qualified female candidates.
â€¢ Proficiency in written and spoken English and excellent knowledge of Afghanistanâ€™s official languages (Pashto and Dari) are required.
â€¢ Excellent knowledge of Microsoft Office applications.

Good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given. Takes responsibility for incorporating project objectives, ensuring the participation of project team members/supervisors and other support structures in all areas of work; fully proficient computer skills and use of relevant software and other applications, e.g. word processing, graphic software, spreadsheets, database applications, internet, etc; ability to analyze project requirements and assist in drafting memos and reports in support of existing projects or for developing new ones.

Communication: Excellent and effective communication (verbal and written) skills, including ability to assist in preparing reports and conduct presentations with the use of common software applications by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations; diplomacy and tact; ability to convey difficult issues and positions to senior officials.
Teamwork: Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
