About General Directorate of Programs' Design and Management:
Under the overall supervision of the NIBP Project Manager and the International CDA, and close cooperation with the other GDPDM staff, the National CDO will be responsible for facilitating the performance, learning and development of GIRAâ€™s civil servants, which in turn will contribute to building the capacity of the Ministry and GIRAâ€™s civil service. Coaching of civil servants in common functions of policy formulation, project management, financial management, procurement and human resource management will be a priority. The National CDO will also be responsible for the training and development of future CDOs.
The objectives of the assignment is to develop institutional and administrative capacities to manage basic services in the local administration through reforming organizational structures, developing essential skills and knowledge of civil servants, and streamlining management process for basic service delivery. The CDO will contribute towards development of sustainable capacities within the assigned provincial departments of ministry / agency at all levels namely the institutional (enabling environment) level, the organizational level and the individual level.
The CDO will work with the staff of assigned provincial departments of ministries / agencies to assist in developing their knowledge and understanding of Capacity Development.
Duties & Responsibilities:
ï‚§ Advise the Regional Office (RO) of the Provincial Affairs Directorate (PAD) of the IARCSC, Provincial Offices of Ministries / Agencies of the GIRA and the Governor on PRR (Priority Reform and Restructuring), PAR (Public Administration Reform), ANDS (Afghanistan National Development Strategy), Sub-National Governance policy in the province, etc.
ï‚§ Undertake a Capacity Assessment (CA) in accordance with UNDPâ€™s approach to â€œCA and CA linked CD strategiesâ€ and additional guidelines provided by the project from time to time.
ï‚§ Based upon the CA and reviews of relevant documents, prepare a Capacity Development Plan (CDP). Advise / assist in developing institutional and organizational capacity to meet ANDS goals and PAR in general and implementation of the CDP (developed by the CDO under NIBP) in particular.
ï‚§ Advise/assist in preparation of specific policies and strategies and accompanying procedures for effective discharge functions and for improved service delivery to citizens.
ï‚§ Support the development of a medium term strategic plan that includes organizational and structural issues for offices at sub-national level.
ï‚§ Advise/assist in preparing restructuring proposal, and associated activities like preparation of TORs for various positions and in devising procedures so as to implement the reform process.
ï‚§ Develop capacity and assist in preparation of manuals, work processes, systems and related materials on organizational reform to facilitate rapid implementation and undertake coaching for capacity development of the designated staff for the same.
ï‚§ Advise/Assist in formulating and implementing procedures for carrying out crosscutting functions like gender equity, environment, anti-corruption, etc.
ï‚§ Provide on the job training using â€œcoaching and mentoringâ€ to develop individual capacity of the counterparts to meet organization goals.
ï‚§ Develop capacity in planning, implementation and monitoring as well as general administration and office management at sub-national level using coaching and mentoring as the methodology for capacity development.
ï‚§ Develop capacity and assist in liaison with all to the government offices, international agencies, NGOs, provincial councils, districts and municipalities.
ï‚§ Develop capacity and assist in regular evaluation of capacity development support provided to the staff of the Provincial / District Offices and its effectiveness.
ï‚§ Develop capacity and support in formulation of procedures for provincial and district level administration to clarify the roles and responsibilities and relationships between sub-national government agencies as well as with the centre.
ï‚§ Support in identifying and conducting training workshops and seminars as necessary to establish a sustainable process for future restructuring or organizational changes.
ï‚§ Assist and support Counterparts to improve behaviors and work performance.
ï‚§ Ensure Counterparts are able to transfer capacity gains to new situations and manage difficult situations without assistance.
ï‚§ Assist in development of knowledge products.
ï‚§ Any other task assigned by the NIBP Project Manager.
Duration of the assignment and Duty Station:
The duration of the assignment is twelve (12) months. The assignment shall commence from the start date indicated in the contract.
Duty Station - The duty station for the assignment under the contract shall be any of the following provincial location: (1) Herat, (2) Ghor, (3) Farah, (4) Badghis, (5) Balkh, (6) Samangan, (7) Sare-Pul, (8) Faryab, (9) Jawzan, (10) Bamyan, and (11) Daikundi. A selected candidate shall be entitled to indicate his preference of provincial location for the assignment. Local candidates shall be preferred.

1. At least a high School graduate with three years of progressively responsible work experience in public sector management.
2. A university degree is preferred.
3. Have good Communication skills both written and verbal in Dari or Pashto and English languages.
4. Computer skills in MS. Office are required.
The National Capacity Development Officers shall directly report to his/her supervisor.
