About General Directorate of Programs' Design and Management

Job Summary

Under the direct Supervision of Director of Finance Department, a specialist with administrative profile will employed for Treasuries Sector of Department of Finance under the program NIBP, funded by UNDP, to support the activities of Herat's Provincial Department.

Duties & Responsibilities

 Recognition of all the activities of the different sections of the Treasuries;
 Identification of problems in the different sections of Treasuries of Finance Department, with investigation for solutions;
 Assuring the direct and constant communications between Provincial Budgetary Unites and Finance Department;
 Close cooperation with Provincial Budgeting Section that will start its activity in the Finance Department;
 Inspection of accounting affairs of Provincial Budgetary Unites and identification of problems;
 Effort for solution of defects and problems in the accounting of budgetary, with coordination with Treasuries Section of Finance Department;
 Organization of workshops and seminars for accounting directors of Provincial Budgetary Unites, to make them aware about rules and regulations of financial affairs of the country;

Job Requirements

Education/ Qualifications

 University degree Bachelor of Economics, Bachelor in Business Administration or related field;
 Acquaintance regulations and guide line of Financial and Treasuries Division and manner of provincial budgeting;
 Acquaintance of procurements, especially procurements laws;
 Fluency in English and Pashto, Dari is a plus;
 Excellent verbal and written communication skills;
 Computer literate with e-mail, office Application, database;
 Team oriented;

Experience

 At least 3 years work experience in the procurement, management field, preferably with international donor-funded projects, UN agencies or NGO’s on relevant programs in Afghanistan.

Reporting Obligations:

The National Capacity Development Officers shall directly report to his/her supervisor.
