About General Directorate of Programs' Design and Management:
The Independent Administration Reform and Civil Service Commission (IARCSC) was established in 1382 to manage and lead the government’s efforts to reform and improve public administration in Afghanistan so as to meet the development needs of the country. Capacity Building for Results Facility “CBR” is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC. The CBR aims to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. All line ministries can participate in CBR, while the level of support is based on results.
Under the direct Supervision of Director of Finance Department, a specialist with administrative profile will employed for Treasuries Sector of Department of Finance under the program NIBP, funded by UNDP, to support the activities of Herat's Provincial Department.

Duties & Responsibilities:
ïƒ¼ Recognition of all the activities of the different sections of the Treasuries;
ïƒ¼ Identification of problems in the different sections of Treasuries of Finance Department, with investigation for solutions;
ïƒ¼ Assuring the direct and constant communications between Provincial Budgetary Unites and Finance Department;
ïƒ¼ Close cooperation with Provincial Budgeting Section that will start its activity in the Finance Department;
ïƒ¼ Inspection of accounting affairs of Provincial Budgetary Unites and identification of problems;
ïƒ¼ Effort for solution of defects and problems in the accounting of budgetary, with coordination with Treasuries Section of Finance Department;
ïƒ¼ Organization of workshops and seminars for accounting directors of Provincial Budgetary Unites, to make them aware about rules and regulations of financial affairs of the country;
ïƒ¼ University degree Bachelor of Economics, Bachelor in Business Administration or related field;
ïƒ¼ Acquaintance regulations and guide line of Financial and Treasuries Division and manner of provincial budgeting;
ïƒ¼ Acquaintance of procurements, especially procurements laws;
ïƒ¼ Fluency in English and Pashto, Dari is a plus;
ïƒ¼ Excellent verbal and written communication skills;
ïƒ¼ Computer literate with e-mail, office Application, database;
ïƒ¼ Team oriented;
ïƒ¼ At least 3 years work experience in the procurement, management field, preferably with international donor-funded projects, UN agencies or NGOâ€™s on relevant programs in Afghanistan.
The National Capacity Development Officers shall directly report to his/her supervisor.
