Job Summary:
2. Purpose of the Position
The consultant is expected to
1. Support to the youth development programme supported by UNDP in terms of recruiting persons, implementing activities and managing accounts
2. Build Capacity of the finance division of the DMoYA
3. Organize training and workshop for the staff of the finance division
4. Report UNDP on the progress of the programme
Duties & Responsibilities:
3. Description of Assignment: The Consultant will be responsible for supporting youth development programme and building capacity of the finance division of the DMoYA. This will include the following specific tasks:
ï‚§ Support youth development programme supported by UNDP in terms of recruitment of personnel, implementing activities, managing accounts and reporting to the UNDP
ï‚§ Build capacity of the finance division of the DMoYA in following areas procurement, budgeting, accounting, and reporting, daily, weekly and monthly financial reports, managing petty cash, cash withdraw and cash counts, preparation of the budget, implementation of financial policies and procedures, monitoring cash reserves and investments, preparing and reconcile bank statements, establishing and maintaining supplier accounts, proper process sing of supplier invoices, maintaining the purchase order system, MIS, issuing checks for all accounts due, transactions are recorded in accordance with Generally Accepted Accounting Principle
ï‚§ Organize training, workshop and seminars for capacity building of the DMoYA
ï‚§ Liaise with UNDP and report on the progress of the programme
ï‚§ Prepare the final report of the programme
Job Requirement:
4. Qualification or specialized knowledge/experience required for the assignment:
ï‚§ Bachelors Degree in economic, finance or related field.
ï‚§ At least five years of progressively responsible professional work in the area of finance, administration, M and E, Project management, field programme, organizing sports and cultural activities etc.
ï‚§ Experience in developing action plan and implementing programme
ï‚§ Analytical capacity and experience in program evaluation/review.
ï‚§ Strong oral and written communication skills, advocacy and negotiation skills, professional experience in developing reports and concept notes on youth volunteer activities;
ï‚§ Fluency in Dari, English and Pashto
