Job Summary:

National Finance and Admin Advisers will work our teams supporting ‎the financial, procurement, services management and HR units within ‎the Ministries where ASI works. Activities include:‎
‎1.‎ Assessing existing business processes and staff capacity;‎
‎2.‎ Develop a Business Process Reengineering Strategy and ‎accompanying capacity development plans;‎
‎3.‎ Develop handbooks, checklists and/or manuals for key ‎processes;‎
‎4.‎ Mentor and train key staff working in these units;‎
‎5.‎ Develop and introduce robust systems and controls for:‎
a.‎ Solid and transparent financial planning, budgeting ‎and reporting;‎
b.‎ Procurement planning, contract management and ‎timely service delivery; and
c.‎ Management of physical infrastructure, including ‎asset management and logistics services.‎
‎6.‎ Support relevant units to introduce a departmental ‎performance and progress measurement system for continual ‎monitoring.‎

Job Location:

Afghanistan

Qualifications:

• University degree in economics, finance or related topic
• Experience with financial and procurement systems, preferably in ‎the public sector
• Experience of undertaking hands-on capacity building within an ‎Afghan ministry or agency. ‎
• Ability to work relatively independently without the need for day-‎to-day supervision from an international adviser. ‎
• Previous experience and/or educational background in Minerals ‎sector a bonus
• Preferable to have experience working with the Government of ‎Afghanistan.‎
• Above average written and spoken English
• IT skills, especially proficient in MS word, Excel and Power Point.
